CITY OF SANTA ANA
ENVIRONMENTAL SERVICES I TRAFFIC
Our staff background in municipal government offers us a familiarity with regulations and
requirements, and an awareness of the internal operations and processes of a governmental agency.
Kitnley-Horn's experienced planners support you in assessing your full range of options — locational,
modal, and size — in the context of the City's study parameters, growth expectations, and strategic
goals. Kimley-Horn will provide the needed support for your efforts to enhance transportation
systems. We are small enough to give the City personal attention, yet large enough to tackle any major
development project.
TRANSPORTATION/TRAFFIC MODELING
Kitnley-Hom's comprehensive modeling process provides dependable information for effective
decision -making in single -mode and multi -modal contexts, for the short-term or the long-range. We
also develop traffic simulations using Synchro/SitnTraffic and other software to facilitate a better
understanding of how future traffic will actually flow with proposed improvements. We maintain
consistency with other planning efforts by using existing data where available, integrating them through
a geographic information system or other data management system for on -going use. Where
appropriate, we can refine or customize available models to address specific issues of particular
importance to the City.
PARKING ANALYSIS
We acknowledge that parking is about communities, people, and business, as well as traffic. For more
than 40 years, we have successfully balanced the needs of residents, business people, visitors, and
public agencies by evaluating parking conditions to determine how to meet today's needs while laying a
solid groundwork for future growth and anticipated needs.
A variety of public agencies — governments, downtown development districts, airport authorities, and
hospitals — have relied on Kitnley-Horn for realistic parking projections for specific facilities, special
events, or entire cities. We identify and prioritize an optimal mix of facility development and parking
management strategies; build consensus for cost-effective solutions; and make sure rates, regulations,
and ordinances reflect new land uses, support business development, and protect neighborhoods.
NEIGHBORHOOD TRAFFIC MANAGEMENT
Kirtiley-Hom is experienced in developing programs designed to ensure that new developments,
particularly in urban areas, form a part of the commercial/residential fabric of the community in terms
of design, functionality, and safety. Our staff has the experience to meet this challenge by bridging
business plans with neighborhood aspirations. This partnership is realized though arranging and
managing community consensus meetings, ensuring early discussions with local government officials,
and planning and designing neighborhood -friendly features such as traffic calming elements and traffic
regulation adjustments.
-3-
Copyright © 2006, Kimley-Horn and Associates, Inc.
