STATEMENT OF QUALIFICATIONS <br />CITY OF SANTA ANA <br />PLANNING AND BUILDING AGENCY <br />Meetings, CEQA Notices, Reproduction and Distribution <br />RM <br />ENVIRONMENTAL CONSULTING SERVICES <br />In addition to the Project kick -off meeting, AMEC would attend monthly status meetings to <br />discuss the progress of the conceptual design and potentially significant impacts based on <br />design and percent complete. The purpose of the status meetings would be to incorporate <br />environmental mitigation into the preliminary design where appropriate and to identify and <br />discuss feasible mitigation measures for CEQA compliance. AMEC would lead or attend <br />other project meetings such as the Scoping Meeting, focus -group meetings, and public <br />hearings based on project requirements. AMEC would prepare draft CEQA Notices for <br />agency distribution if necessary. AMEC would provide printed and digital copies of all <br />documents in quantity and format meeting the City's requirements. <br />Environmental Impact Report (EIR) <br />AMEC would prepare an EIR if the IS analysis indicates there would be impacts which <br />cannot be reduced to less than significance. The EIR would be in a format approved by the <br />City. The EIR would incorporate the alternatives analysis developed during early <br />discussions with the City. The EIR would identify jurisdictional authority, baseline conditions <br />and would quantify project impacts and the project's contribution to significant cumulative <br />impacts for each impact area identified in the IS. Mitigation measures would be identified <br />and level of significance after mitigation would be identified. The EIR discussion would <br />address each threshold of significance listed in the IS Form and would include all of the <br />mandatory sections pursuant to CEQA and the CEQA Guidelines. AMEC staff would <br />provide written response to comments on the EIR and would provide staff support in <br />producing findings and statements of overriding consideration documents as well as <br />attendance at public meetings and hearings if needed. <br />Mitigation Monitoring and Reporting Program (MMRP) <br />AMEC would prepare a MMRP in the City's format meeting the requirements of Public <br />Resources Code Section 21081.6(c). The purpose of the MMRP is to identify <br />implementation protocol for each recommended mitigation measure in the certified <br />document. <br />SECTION 5 — EXPERIENCE AND REFERENCES <br />AMEC has recent experience providing CEQA services for the following local public <br />agencies and for private companies including the following: <br />City of Oceanside <br />• Wolseley North America <br />City of San Luis Obispo <br />City of San Bernardino <br />Port of Los Angeles <br />• BFGC Architects <br />One of the reasons for AMEC's success and longevity is the expertise of its staff and <br />excellent response record.
