STATEMENT OF QUALIFICATIONS <br />CITY OF SANTA ANA <br />PLANNING AND BUILDING AGENCY <br />T-M <br />ENVIRONMENTAL CONSULTING SERVICES <br />Water Quality <br />AMEC provides permitting support to our clients for compliance with the Clean Water Act. <br />We are experienced in developing Water Quality Management Plans, Storm Water Pollution <br />and Prevention Plans, testing, monitoring, and providing permitting support. <br />Water Resources Engineering and Infrastructure Services <br />AMEC provides engineering design services for water, wastewater, and storm water. We <br />are experienced in delivering cost effective and technically sound engineering solutions to <br />our clients. <br />Cultural Resources Assessment <br />AMEC provides archaeological and paleontological resource studies in support of <br />CEQA/NEPA compliance documents. Our in -house staff has extensive experience <br />conducting field efforts including resource monitoring, inventory, data recovery, and <br />mitigation. <br />SECTION 4 — PROJECT APPROACH <br />Scope of Work <br />As part of our environmental planning services for this project, the AMEC Senior <br />Planner /Project Manager and her team will be available to provide _the full range of <br />environmental planning services. The following tasks represent typical but not all services <br />expected under an on -call contract: <br />Project Kick -off Meeting <br />Each assignment would be initiated with a kick -off meeting. The purpose of the meeting is <br />to confirm timeframes and milestone submittal dates, contacts and flow of information, and <br />to obtain cumulative conditions and baseline data from staff. <br />Project Description <br />AMEC would develop a detailed project description based on receipt of conceptual <br />improvement plans. The Project Description would be the basis for environmental analysis <br />and would be revised and distributed with the Notice of Scoping described below. <br />Public Scoping Meeting <br />AMEC would prepare a draft Notice of Scoping for City review and comment. AMEC would <br />incorporate one set of agency comments and would distribute the notice and Project <br />Description pursuant to the City's distribution list. AMEC would lead or support Public <br />Scoping Meetings to solicit public input on the Project. AMEC would prepare written <br />minutes which summarize issues raised in the Scoping Meeting for use by the project team. <br />Draft Initial Study <br />AMEC would prepare an IS analysis identifying potentially significant project impacts <br />requiring additional analysis and impacts where no further analysis is required. The IS <br />would be completed in a format consistent with City requirements and the City's IS <br />Checklist. The IS analysis would identify issues where standard mitigation measures could <br />reduce anticipated impacts to levels less than significant as well as issues requiring further <br />technical analysis or where full mitigation may not be feasible. Based on the IS analysis, <br />AMEC would provide input to the City on whether a MND can be supported or if an EIR is <br />necessary for CEQA compliance. <br />AEOM20 Environmental SOQ.doc 11 AMEC Earth & Environmental, Inc. <br />
