<br />Ms. Rappaport and Ms. Campbell along with the assistance of Ms. Raoof, have access to all the resources of the firm
<br />to serve as key personnel to provide as -needed environmental services to the City, including in-house specialized
<br />expertise in biological resources, cultural resources, .hazardous materials management, GIS and planning, and
<br />production.
<br />1.1.4 Subconsultants
<br />The subconsultant team will be led by Sapphos Environmental, Inc., which will be responsible for overall project
<br />management and administration of this services contract and will serve as the prime consultant providing
<br />environmental services including environmental consultation, NEPA and CEQA documents, technical documents
<br />(i.e., air quality studies, biological studies, cultural studies, hydrology and water quality studies, geological / soil
<br />studies, noise impact studies, and traffic studies) and other environmental services as requested. Sapphos
<br />Environmental, Inc. has selected key subconsultants to assist on an as -needed basis to enhance the team's capabilities
<br />for meeting the needs of the City (Table 1.1.4-1, Subconsultants).

<br />Diamond West, Inc. has been retained to evaluate issues related specifically to water quality and hydrology.
<br />Diamond West, Inc. has specialty teams that provide services for flood control and drainage, water and wastewater,
<br />land use planning, construction management, program management, traffic engineering, surveying and mapping, and
<br />subdivision and commercial development. Diamond West, Inc.'s water resources staff has extensive experience in
<br />drainage and flood control projects including hydrologic and hydraulic studies and analyses, master plans, and
<br />planning and designing facility infrastructure. Diamond West, Inc. prides itself in providing excellent service,
<br />immersing its services in document preparation as project partners with clients, and providing local and disciplinary
<br />expertise to successfully completing projects in accordance with the projects' objective.
<br />Leighton Consulting, Inc.
<br />Leighton Consulting, Inc. has been retained to assess any geotechnical-related analysis for the City. Leighton
<br />Consulting, Inc. has provided on -call geotechnical consulting services to the City of Santa Ana and is staffed with
<br />capable engineers and geologists who are prepared to offer innovative geotechnical solutions for difficult sites
<br />through detailed geological investigation, creative engineering design, and cost-effective construction of remedial
<br />measures. These services have been applied to private and public land development and construction sites for 46
<br />years. The firm utilizes background information from years in practice to evaluate the conditions at a project quickly
<br />and accurately, based in part on the knowledge gained from work that was successfully completed in the past.
<br />TAHA
<br />TAHA has been retained to provide specialized services related to characterization and assessment of anticipated
<br />noise levels from construction, operation, and maintenance of City projects. Sapphos Environmental, Inc. has
<br />extensive experience working with TAHA for delivery orders prepared for various clients. TAHA has been providing
<br />public- and private -sector clients with environmental impact assessment services for more than 24 years. TAHA has
<br />extensive experience in the preparation of noise analysis for all types of environmental compliance documents
<br />required pursuant to CEQA and NEPA, including Initial Studies, EIRs, Environmental Assessments, and Environmental
<br />Impact Statements. With regards to acoustical studies, TAHA maintains certified and calibrated integrating sound -
<br />level meters to provide accurate field measurements, including noise equivalent and peak noise levels. TAHA
<br />estimates mobile source noise levels using the Federal Highway Administration RD-77-108 model, predicts stationary
