D. <br />source (e.g., construction) noise levels using United States Environmental Protection Agency (USEPA) noise levels, <br />and discusses noise / land use compatibility for sensitive land uses. <br />KOA <br />KOA has been retained to assist in the characterization and assessment of issues related to traffic and circulation. <br />KOA's services will also be integral to the vehicular fleet and transportation components of the greenhouse gas <br />emission analysis. Sapphos Environmental, Inc. has partnered with KOA on comparable studies prepared for the Los <br />Angeles Unified School District. Founded in 1987, KOA is one of the leading traffic engineering and transportation <br />planning and design firms in Southern California. KOA provides consulting services to the public and private sectors, <br />and has five offices to serve California clients. KOA has provided engineering services for many of the largest public <br />works and transit planning projects in California. With nearly 110 employees, the staff includes California -registered <br />civil and traffic engineers.
