Sapphos Environmental, Inc. will provide the City with a Screen Check Final EIR / EIS for review and comment. The City will provide Sapphos Environmental, Inc. with a composite set of comments on the Screen Check Final EIR / EIS. Sapphos Environmental, Inc. will respond to any City comments and prepare the Final EIR /EIS. The City will have the opportunity to verify that their comments have been adequately addressed in a galley proof meeting. Sapphos Environmental, Inc. will prepare the Notice of Determination (NOD) for distribution to the required parties. Sapphos Environmental, Inc. will submit a Screen Check NOD to the City for review and comment. Sapphos Environmental, Inc. will incorporate comments and prepare the NOD. The City will have the opportunity to verify that their comments have been adequately addressed in a galley proof meeting. Sapphos Environmental, Inc. will attend the final public hearing regarding the certification of the EIR. Work Products • One (1) hard copy and one (1) electronic version in PDF of the Screen Check Final EIR for review and comment • One (1) hard copy and one (1) electronic version in PDF of the Screen Check Final EIS for review and comment • One (1) hard copy and one (1) electronic version in PDF of the Final EIR • One (1) hard copy and one (1) electronic version in PDF of the Final EIS TASK 6 FINDINGS OF FACT AND STATEMENT OF OVERIDING CONSIDERATIONS Work Efforts Sapphos Environmental, Inc. will prepare the Findings of Fact and Statement of Overriding Considerations (FOF/SOC) (if unavoidable significant impact occurs) for each significant effect identified in the EIR, pursuant to Sections 15091 and 15093 of the State CEQA Guidelines. As required by the State CEQA Guidelines, one of three findings must be made for each significant effect and must be supported by substantial evidence in the record. The SOC, if required, will rely on input from the City regarding the public benefits of the proposed project. Copies of the Screen Check FOF/SOC will be provided to the City for review and consideration. The Screen Check FOF/SOC will be prepared and reviewed concurrent with the preparation of the Final EIR. The City will provide Sapphos Environmental, Inc. with a composite set of comments on the Screen Check FOF/SOC. Sapphos Environmental, Inc. will'respond to any City comments and prepare the Final FOF/SOC. The ROD will include a statement explaining the decision; explanation of other alternatives that were considered and rejected; a description of social, economic, and environmental factors considered by the agency in making its decision; a summary of any mitigation measures that were adopted and an explanation for any that were not adopted; and a monitoring / enforcement program for any adopted mitigation measures.
