The selection of team <br />members, both in-house staff and subconsultants, is based upon four key factors: <br />■ Technical expertise in issue areas of particular concern to the client <br />■ Prior experience with similar projects in similar locations <br />■ Ability to comply with schedule constraints <br />■ A demonstrated ability to effectively communicate and present technical information to the public <br />The following provides information the key staff selected for City projects. To ensure availability of approved technical <br />staff, we have provided levels of staffing redundancy commensurate with anticipated project need. Following this <br />section is an organizational chart inclusive of the team whose abbreviated resumes appear below. MBA has <br />designated Michael Houlihan, AICP, Manager of Environmental Services, as the Proiect Manager and the Citv's Drimary <br />oint of contact. <br />QA/QC - Availability 1.0% <br />MBA President Michael Brandman, PhD, has played a key leadership role in the environmental planning profession for <br />over 35 years. His contributions to environmental. planning and natural resource management programs include <br />directing numerous large-scale regional Environmental Impact Reports, Environmental Impact Studies, and resource <br />management studies, as well as major environmental planning and natural resource management programs for <br />numerous landmark master planned communities throughout California. Dr. Brandman sets the strategy and direction <br />throughout the firm, conducts negotiations among project proponents, public agencies, legislative bodies, and <br />environmental interest and community groups, and has been directly involved in preparing selected environmental <br />studies. He also provides technical oversight review and quality assurance for high profile projects company -wide. <br />Dr. Brandman possesses a Doctorate degree in Biology, a Master's degree in Ethology, and a Bachelor's degree in <br />Zoology, all from the University of California, Los Angeles. <br />Project Director - Availability 20% <br />Thomas F. Holm, AICP, MBA Principal and Director of Environmental Services has more than 30 years of diverse <br />planning and environmental experience on a variety of environmental, natural resource, and regulatory compliance <br />projects. He has been actively involved in broad -based NEPA and CEQA-related projects throughout Southern and <br />Central California including large master -planned communities, major public works and infrastructure, transportation <br />corridors, water resources, and coastal projects. <br />Tom earned a Master's degree in Urban Planning (Environmental Policy and Management) from the University of <br />California, Los Angeles, and a Bachelor's degree from the University of California, Irvine, where he majored in Political <br />Science. <br />Project Manager - Availability 50% <br />Mike Houlihan, AICP is the Manager of Environmental Services in our Irvine office. He has 21 years of industry <br />experience that includes managing and preparing environmental documentation and/or performing planning studies <br />for schools and universities, small-scale commercial developments, large research parks, hillside developments, <br />landfills, and other infrastructure -type facilities in California.
