April 11, 2008
Pedro GO]&
Associate Planner
City of Santa Ana
20 Civic Center Plaza, Post Office Box 1988
Santa Ana, CA 92702
Dear Mr. Guillen:
ONES
Michael Brandman Associates
Michael Brandman Associates (MBA) has prepared this statement of our professional qualifications to
provide environmental consulting services for the City of Santa Ana Planning Division. Preparing legally
defensible, technically precise, and objective environmental documents is a challenging task, and there
are many consulting firms from which to choose. What is even more challenging is the consulting firm's
ability to provide excellent service to each client, as dictated by the client's specific needs and
expectations. It is this ability to provide high -quality work in conjunction with outstanding client service
that sets MBA apart.
Our project teams know the City of Santa Ana. We have been pleased to have had the opportunity
to demonstrate superior client service and legally adequate environmental documentation for the
City of Santa Ana through our on -call environmental consulting services with the City. Past projects
have included bat surveys for the Santa Ana Bridges, Patricia Lane Park Cultural Assessment,
Cultural Surveys for Grand Avenue and Tustin Avenue, Fairview/Edinger Intersection Widening,
Memory Lane Widening, Bristol Street Widening Section 106 Compliance, Santiago Creek Bike Trail
Project, 17t" Street and environmental studies related to the 55 Freeway Southbound On -Ramp and
the SR-55 Southbound On -Ramp at Dyer Road, as well as through the preparation of the Sav-On and
Live/Work Lofts EIR.
Our project leaders are seasoned professionals. MBA Team Leaders each average over 20 years of
project management experience and are experts at dealing with complex, schedule -driven projects.
Further, our management philosophy requires significant on -going coordination with our clients
throughout the preparation of required documents. To assure timely project completions and to
maintain the high level of service to which the City if accustomed when working with MBA, Mr.
Michael E. Houlihan, AICP, Manager of Environmental Services at MBA, will be the City's primary
point of contact and Project Manager responsible for day-to-day project management. Mr. Houlihan
has nearly 25 years of experience providing environmental planning services, including
environmental document preparation (CEQA/NEPA), land use compatibility analyses, and
assessments of public services and utilities. Mr. Thomas F. Holm, AICP, MBA Principal and Director
of Environmental Services, with more than 30 years of public agency experience, fills the role of
Project Director to provide overall strategic planning and quality assurance/quality control.
MBA is committed to maintaining the necessary resources for all assigned projects. MBA
understands the level of complexity involved in energy projects and, therefore, has assembled an
expert team with a wide range of knowledge, skills, and relevant project experience to meet your
needs effectively. Team leaders will be committed to each project throughout its lifecycle and, as
you will read, supported by a significant number of expert technical staff in all disciplines to ensure
a high level of staffing redundancy; this will help to ensure that if an aggressive project schedule is
required, the project will not have opportunity to fall behind. With more than 50 professionals in our
local Irvine office, and the ability to draw on staff from other local offices, MBA's depth and breadth
of available personnel serve as valuable technical and staff resources to the City.
