C F St kes <br />an la International Company <br />Rachel Struglia is no stranger to <br />complex and controversial <br />projects, and has managed over <br />$1 million in project contracts <br />simultaneously. <br />4 City of Santa Ana Consultant Services <br />projects. He brings a firm working knowledge and understanding of <br />CEQA to his clients and works tirelessly with agencies to defend <br />legal challenges. As a university instructor on CEQA topics, he stays <br />up-to-date on the latest environmental trends, legislation, and case <br />law to bring an added layer of security to his clients. Chad has <br />provided ongoing training and environmental consulting services to <br />the City of Santa Ana Planning Division staff, providing on -call <br />services to advise staff on CEQA issues and to review reports <br />prepared by City staff. Chad earned an MURP, Masters of Urban <br />and Regional Planning, from California State Polytechnic University, <br />Pomona, and a BA in Environmental Analysis and Design from the <br />University of California, Irvine. <br />Rachel Struglia, PhD, AICP—Senior Project <br />Manager <br />Rachel is a planner with more than 10 years of experience in the <br />preparation of general plans, specific plans, and EIRs for a wide <br />variety of projects throughout southern California. Recent projects <br />that she has managed include an EIR for The Block at Orange <br />Expansion Project, an EIR for Pinnacle at Uptown in Orange, the <br />Puente Hills Intermodal Facility EIR for the City of Industry, and Rail <br />Risk Studies, Pipeline Risk Analyses, and Health Risk Assessments <br />for school districts throughout California. Rachel earned a PhD in <br />Environmental Analysis and Design from the University of California, <br />Irvine, an MS in Justice Studies from Arizona State University, and a <br />BA in Anthropology from the University of Connecticut. <br />Ken Bogdan, JD —Environmental Counsel, QAIQC <br />Review <br />As environmental counsel at ICF Jones & Stokes, Ken Bogdan <br />provides assistance to clients regarding compliance with CEQA, <br />NEPA, Clean Water Act Sections 404 and 401, National Historic <br />Preservation Act Section 106, federal Endangered Species Act <br />Sections 7 and 10, California Endangered Species Act, and <br />California Fish & Game Code Sections 1600-1616. Ken's principal <br />responsibility is to work with clients and staff to provide in-house <br />guidance on environmental documents prepared at ICF Jones & <br />Stokes.
