School of Law, and a BS in Environmental Management from <br />Rutgers University, Cook College, New Brunswick, New Jersey. <br />Charles Smith, AICP—Senior Project Manager <br />Charles Smith is a principal and project director with ICF Jones & <br />Stokes, where he serves as branch leader for the Irvine office and <br />environmental planning team leader for the southern California <br />region. Charles has over 17 years of diverse experience in private <br />sector consulting for land planning, energy services, public works <br />infrastructure, transportation, and other development projects. <br />Charles has authored numerous reports in compliance with CEQA <br />and NEPA, and he has extensive experience in impact analysis, <br />permitting, and entitlements processing with a variety of federal, <br />state, regional, and local agencies. He earned an MPI in Urban and <br />Regional Planning from the University of Southern California and a <br />BS in Business Administration from the University of Southern <br />California. <br />Nicole Breznock—Project Manager/Environmental <br />Planner <br />Nicole is an environmental planner with experience managing and <br />preparing environmental impact analyses documentation. She <br />specializes in CEQA/NEPA compliance and impact analysis. <br />Nicole's primary services are project coordination, CEQA <br />compliance, NEPA compliance, and documentation for EIRs and <br />EISs. Nicole holds a Masters of Environmental Management (MEM) <br />from the Yale School of Forestry and Environmental Studies and a <br />BA in Environmental Analysis and Design, and Criminology, Law, <br />and Society from the University of California, Irvine. <br />Wendy Beattie, AICP—Project Manager/Senior <br />Planner <br />Wendy Beattie is a senior planner and project manager with ICF <br />Jones & Stokes.
