Shelah Riggs —Regulatory Compliance/Permitting <br />Shelah Riggs is an accomplished project manager with over 7 years <br />of experience preparing CEQA/NEPA documents and regulatory <br />permitting under the federal Clean Water Act, state Porter -Cologne <br />Act, state Fish and Game Code, and federal and state endangered <br />species acts. Her technical work includes preparing Section 401, <br />404, 1602, Waste Discharge Requirement, and Section 7 Permit <br />applications; 404(b)(1) Alternatives Analyses; and Conceptual <br />Mitigation Plans. Shelah earned an MS in Environmental Studies <br />from California State University, Fullerton, and a BA in Geography <br />from California State University, Fullerton. <br />Aaron Carter —Environmental Planner <br />Aaron is an environmental planner with ICF Jones & Stokes with <br />experience in environmental analysis and GIS applications. He <br />assists with the preparation and coordination of CEQA documents <br />for various transportation, development, and natural resource <br />management projects, and his expertise includes demographic and <br />imagery analysis using GIS and database design. Aaron earned a <br />BA in Geography from California State University, Fullerton. <br />Jennifer Barnes, PE—Transportation/Circulation <br />Jennifer has over 16 years of transportation planning and <br />engineering experience in the public, private, and academic sectors. <br />Her duties include all analytical aspects of transportation planning, <br />engineering, and impact analysis. Jennifer's experience includes <br />development of the transportation element of city and county <br />comprehensive plans, environmental impact analyses, traffic <br />analyses for site impact studies, transit and nonmotorized analyses, <br />traffic signal design and analyses, and geometric design of <br />transportation infrastructure.
