CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />SECTION 1.0 — FIRM AND PERSONNEL EXPERIENCE <br />RESPONSIBLE PERSONNEL <br />Projects assigned by the City of Santa Ana will be managed and staffed from Chambers Group's Inland <br />Empire office with support from our Irvine and San Diego offices. Due to the 20 page limit requested in <br />the RFP, resumes will be provided upon request. <br />Our primary point of contact will be: <br />Dr. James Smithwick, Ph.D. <br />Director of Environmental Planning <br />302 Brookside Avenue <br />Redlands, CA 92373 <br />(909) 335-7068 (909) 335-6318 fax <br />jsmithwick@chambersgrouping.com <br />ENVIRONMENTAL PLANNING <br />James Smithwick, PhD., REA, RPA, CEM, Principal Environmental Planner - Dr. Smithwick has <br />over 20 years of experience in the preparation and management of CEQA/NEPA documents, including <br />Environmental Impact Reports, Environmental Assessments, Initial Studies, Mitigated Negative <br />Declarations, Categorical Exemptions, and Addendums. In addition, Dr. Smithwick is also experienced in <br />the preparation, implementation, and management of public scoping meetings. He is currently a Principal <br />Environmental Planner for Chambers Group's CEQA work on behalf of the Orange County Great Park. <br />Dr. Smithwick has a Ph.D. in Environmental Sciences from Louisiana State University. (DOE). <br />Robert Verlaan, Principal Environmental PlannerlSenior Project Manager - Mr. Verlaan is a highly <br />experienced environmental planner. He has successfully prepared or managed the preparation and/or <br />processing of NEPA and CEQA compliance documents for more than 500 projects over the course of his <br />30 -year career. Varying greatly in type, scale and complexity, these projects include master planned <br />communities, institutional facilities, industrial projects, infrastructure improvements, and residential <br />developments. Mr. Verlaan's background also includes performing numerous independent third -party <br />peer reviews of environmental compliance documents prepared by other consultants. He has prepared <br />CEQA compliance documents for more than 40 local jurisdictions and districts within the State of <br />California, including projects on behalf of developers, community development/redevelopment and <br />planning departments. He has prepared environmental documents for Specific Plans, Master Plans, <br />General Plans and Change of Zone. He is currently a Principal Environmental Planner for Chambers <br />Group's CEQA work on behalf of the Orange County Great Park. He is currently in a Masters Degree <br />Program, Environmental Planning, University of California, Santa Barbara. <br />Taylor Elliott, B.S. Staff Environmental Planner- Mr. Elliott has experience working with the California <br />Environmental Quality Act (CEQA) and has prepared a variety of environmental documents for <br />government agencies and private clients including Initial Studies/Notice of Preparations (IS/NOP), <br />Environmental Impact Reports (EIR), Environmental Assessments (EA), and Mitigated Negative <br />Declarations (MND). He has a B.S., Environmental Sciences, University of California, Riverside. <br />Ted Landis,PH, HydrologisVEnvironmental Specialist - Mr. Landis is a certified professional <br />hydrologist with over 25 years of experience dealing with flooding, storm -water treatment, hydrology, and <br />water quality impact/mitigation and water resource permitting projects.
