<br />BIOLOGICAL SERVICES
<br />Ted St. John, Ph.D., Restoration Ecologist - Dr. St. John is a plant ecologist with a career -long interest
<br />in the biological interactions that make ecosystems function. Over the past 34 years, he has completed
<br />projects on behalf of public works departments, utilities, water districts, cities and counties, federal
<br />agencies, transportation authorities, and developers, as well as research work in plant ecology. Dr. St.
<br />John specializes in restoration and revegetation programs as well as maintenance and success
<br />monitoring of riparian and other native habitats. His work has included wildlife corridors, streambeds and
<br />rivers, wetlands, highways, landfills, pipelines, and post -fire sites. This work has been carried out in
<br />desert, coastal and mountain areas. He is an expert in native plant species, selection of seed material,
<br />verification of specifications, and installation methodologies. His education and experience include a
<br />range of disciplines in several native environments, contributing to a perspective on ecosystem function
<br />that is unique among scientists and restoration practitioners. His career objective is to move restoration
<br />away from landscaping methods and toward methods based on ecological science. During his research
<br />career, he broke new ground on several fronts, including a new fundamental mechanism by which
<br />mycorrhizal fungi assist in the acquisition of plant nutrients. He is largely responsible for introducing
<br />mycorrhizal inoculation and land imprinting into standard restoration methodology in southern California,
<br />and has influenced other restorationists toward ecological thinking. He has a Ph.D., Physiological Plant
<br />Ecology, University of California, Irvine.
<br />Mike McEntee, Principal Biologist - Mr. McEntee has a comprehensive background in biological
<br />resources management and CEQA/NEPA compliance. He has assisted with the implementation of
<br />mitigation programs for large-scale projects, performed restoration and exotic species removal as well as
<br />mitigation monitoring. His experience includes providing biological resource services for projects located
<br />in desert environments. He conducts surveys for endangered species following USFWS and CDFG
<br />protocols in compliance with the Endangered Species Act. He has conducted nest monitoring for federal -
<br />and state- listed species, trapping of brown -headed cowbirds, reconnaissance -level and detailed wildlife
<br />surveys, small and large mammal trapping, and investigated environmental impacts to biological
<br />resources and habitats. He has a B.A., Biology, California State Fullerton.
<br />CULTURAL SERVICES
<br />Patrick Maxon, RPA, Cultural Resources Department Manager - Mr. Maxon has 13 years of
<br />experience in cultural resources management and compliance monitoring involving archaeological,
<br />paleontological, prehistoric and historic resources. He is a Registered Professional Archaeologist. He
<br />has expertise in compliance with the NEPA, CEQA, National Historic Preservation Act, Archaeological
<br />Resources Protection Act, Native American Graves Protection and Repatriations Act, as well as the Clean
<br />Water Act. He is a Registered Professional Archaeologist as well as certified by the County of Orange
<br />Environmental Management Agency. Mr. Maxon has completed more than 200 cultural resource
<br />projects involving research, reconnaissance, testing, data recovery, monitoring, site recording, site
<br />protection/preservation, mapping, laboratory analysis, and report production. He has managed a
<br />number of projects under review by the U.S. Army Corps of Engineers, requiring permits under Section
<br />404 of the Clean Water Act as well as compliance with Section 106 of the NHPA. These projects
<br />involved agency, client, Native American and subcontractor coordination, development of treatment
<br />plans and research designs, site testing, data recovery excavation, site protection, reinterment of
<br />human remains, laboratory analysis and report production. He has a M.A., Anthropology, California
<br />State University, Fullerton,
<br />David Smith, Senior Cultural Resources Specialist - Mr. Smith has 21 years of experience as a
<br />principal investigator, field director, project archaeologist, and project manager. He has extensive
<br />experience as a field and laboratory supervisor. He is a certified Orange County Archaeologist and is
<br />trained in HAZWOPER. His project experience has involved pipelines, transmission lines developments,
<br />facilities, BLM and BOR -managed properties, mines, and parks. He has expertise in CEQA compliance
<br />involving surveys, inventories, monitoring, testing and data recovery, and Native American consultations.
