CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />Riverwalk Vista Specific Plan Technical Studies in Support of an EIR Addendum <br />Griffin Industries, City of Riverside <br />Project Description: Continued On-call Support to prepare technical studies. Chambers Group provided <br />biological, cultural, air quality, noise, visual, and traffic technical reports in support of an EIR Addendum <br />for the Riverwalk Vista Specific Plan Amendment in the City of Riverside. In addition, burrowing owl <br />surveys and monitoring services were provided prior to construction and during clearing and grubbing <br />operations. The Riverwalk Specific Plan Amendment proposed 402 single-family dwelling units rather <br />than a mixed-use of hotel, senior housing, office, and retail development. <br />Year Completed: April 2004 to August 2005 - certified <br />Client Name/Contact: Chris Hazen, Griffin Industries, (951) 509-8622 <br />EIR for the Walton Development Project: Tentative Tract Nos. 16465 and 16627 <br />City of Redlands, San Bernardino County <br />Project Description: Chambers Group prepared an EIR for the development of two tentative tracts in the <br />City of Redlands. Tentative Tract No. 16465 proposed development of approximately 30.4 acres into 75 <br />residential lots and three common lots, including 7.1 acres of open space, located in the Redlands Airport <br />flyover area. The area was also proposed as habitat for the San Bernardino Kangaroo Rat (SBKR), and <br />the open space would be partially planted with citrus trees. Tentative Tract No. 16627 proposed <br />development of approximately 12.1 acres into 33 residential lots and 1 common lot. An estimated 4 acres <br />corresponding to the flyover area for the Redlands Airport would be left as open space and be planted <br />with citrus trees and also be used as potential SBKR habitat. The tracts are directly adjacent to each <br />other. Both developments would include paved internal roadways, concrete driveways, walkways, houses, <br />patios, underground utilities, partial citrus groves, and landscape areas. Both developments required the <br />City to approve a zone change from A-1, Agricultural District to R -E, Residential Estate District; <br />agricultural preserve removals; conditional use permits for a Planned Residential Development (PRD); <br />and tentative tract maps. <br />Year Completed: July 2004 to July 2005 - certified <br />Client Name/Contact: Asher Hartel, Senior Planner, City of Redlands <br />Community Development Department, (909) 798-7555 <br />Veterans Homes of California, Greater Los AngelesNentura Counties EIR/EA <br />State of California Department of General Services, Projects in Cities of Lancaster and Ventura <br />Project Description: The California Department of Veterans Affairs (CDVA) has proposed construction of <br />three new CDVA veterans homes to serve Los Angeles and Ventura Counties. The new veterans homes <br />would include a 400 -bed facility at the USDVA West Los Angeles Healthcare Center (WLAHC) campus in <br />Los Angeles County and two smaller satellite facilities, each containing approximately 60 beds and a 50 - <br />member adult day healthcare facility. The smaller satellite facilities would be located in Lancaster, in Los <br />Angeles County, and in Ventura, in Ventura County. The Lancaster site, at the northwest corner of 30th <br />Street West and Avenue I, was the subject of several studies under Chambers Group's directing, <br />including biological and cultural resources surveys, a Phase I ESA, a traffic analysis, and air quality and <br />noise studies. In addition, the EIR/EA evaluated the following issues: Hydrology and Water Quality, <br />Geology and Seismicity, Land Use and Planning, and Public Services and Utilities. <br />Since another consultant prepared the West L.A. EIR/EA volume, extensive coordination between the two <br />EIR/EA consultants was necessary.
