CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />Dos Lagos Specific Plan and Annexation EIR <br />City of Corona, Riverside County <br />Project Description: An EIR was completed for the Dos Lagos Specific Plan, Annexation No. 94, and for <br />the actions and plans necessary to facilitate the project. The EIR analyzed a request for annexation and <br />pre -zoning from Riverside County into the City of Corona, a general plan amendment, a Specific Plan, <br />adoption of a redevelopment area, a pre -annexation agreement, resource agency permitting, and a <br />master tentative tract map. The project annexed a total of 921.29 acres into Corona and adopted city <br />zoning, general plan and specific plan designations for a mixed-use project of approximately 541 acres <br />within the larger annexation area. Primary issues analyzed in the EIR include sensitive wildlife and <br />habitat resources, geotechnical constraints, hydrology/geohydrology and water quality, agricultural land <br />use compatibility, and archaeological and historic resources. Chambers Group's scope of work includes <br />managing air quality, noise, and traffic subconsultant work; preparation of the Draft EIR; attendance at <br />public hearings for EIR certification; preparation of all legal notices pursuant to CEQA; and preparation of <br />response to comments, findings, statement of overriding considerations, and the mitigation monitoring plan. <br />Year Completed: 2000 to 2001 <br />Client Name/Contact: Peggy Temple, Planning Director, City of Corona Planning Department <br />(909)736-2427 <br />MND for EI Toro Materials West Quarry Project <br />City of Lake Forest, Department of Development Services <br />The EI Toro Materials Sand & Gravel Permit & Reclamation Plan Amendment, prepared in late 2003, is <br />intended to replace the existing Sand and Gravel Permit and amend the Reclamation Plan for EI Toro <br />Materials "West Quarry' located in the City of Lake Forest. The project involved preparation of an <br />IS/MND to examine the changes in operations associated with the new West Quarry, which moved <br />operations across Portola Parkway. The existing operation was originally approved by the County of <br />Orange in 1965, with commencement of operations in 1996. The most recent site usage entitlement was <br />also granted by the County of Orange in 1992. The project site now falls within the jurisdiction of the City <br />of Lake Forest. Lead Agency authority for County permits transferred to the City of Lake Forest at the <br />time of incorporation. The application for a new operations permit (to replace County approval) and an <br />amendment to the reclamation plan were intended to supercede the previous entitlements, but without <br />conceding any pre-existing vesting or rights under SMARA. <br />Environmental Impact Statement (EIS)/Environmental Impact Report (EIR) for Operations and <br />Maintenance Manual for San Diego Creek In -Line Basins <br />County of Orange, Resources & Development Management Department <br />A joint EIS/EIR for the Special Area Management Plan (SAMP)lMaster Streambed Alteration Agreement <br />(MSAA) for the San Diego Creek Watershed was prepared by the U.S. Army Corps of Engineers <br />(USAGE), Los Angeles District, and the California Department of Fish and Game (CDFG). The San <br />Diego Creek Watershed is located in central Orange County and covers approximately 112 square miles. <br />This watershed encompassed portions of unincorporated Orange County and the Cities of Irvine, Tustin, <br />Santa Ana, and Lake Forest. Upon approval of the EIS/EIR, the USACE and CDFG will establish an <br />alternate, systematic, programmatic permitting process for applicants who perform effective pre - <br />application coordination with the USACE and CDFG, develop projects that comply with the permitting <br />guidelines, and propose effective mitigation for unavoidable impacts. In addition, the California Regional <br />Water Quality Control Board (RWQCB), Santa Ana Region, may utilize this joint EIS/EIR for a Section <br />401 Certification for a programmatic permit using the Notice of Intent process. Orange County is a <br />participant in the SAMP/MSAA programmatic permitting process for the maintenance of the Orange <br />County Flood Control Facilities in the San Diego Creek Watershed. The countys RDMD, Engineering & <br />Permit Services Division (RDMD/EPSD), will apply under the SAMP/MSAA programmatic permitting <br />procedures for all flood control maintenance activities. Chambers Group has prepared a biological and <br />environmental analysis for the Orange County Flood Control District maintenance projects within the San <br />Diego Creek Watershed. This effort included biological reconnaissance surveys, GIS mapping, the <br />preparation of technical reports, and environmental input to the EIS/EIR on behalf of the Orange County <br />RDMD.
