CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />Creek SAMP/MSAA EIS/EIR. <br />Program EIR for Planning Area 9140, General Plan Amendment and Zone Change <br />City of Irvine <br />The Irvine Company (TIC) submitted a pre -annexation General Plan Amendment and Zone Change to <br />the City of Irvine for a portion of Planning Area 9. The majority of this portion of Planning Area 9 was in <br />an unincorporated portion of Orange County, within the City of Irvine sphere of influence. The project <br />site, which consisted of approximately 677 acres, was proposed to be separated into a new planning <br />area, to be designated as Planning Area 40. The project included a General Plan Amendment changing <br />land currently designated for Agricultural use to Research and Industrial uses, and adding development <br />intensity. The Zone Change under consideration changed land currently zoned Development Reserve <br />and Conservation Open Space Reserve to General Industrial and Medical and Science designations. <br />The project also included the extension of the Jeffrey Open Space Spine on land designated for <br />Recreation. The project site was bounded by Interstate 5, Jeffrey Road, Trabuco Road, and the closed EI <br />Toro Marine Corps Air Station. The environmental documentation for the proposed actions, including the <br />Initial Study and Program EIR, as well as technical reports for air quality, noise, and water quality was <br />prepared. Technical studies submitted by TIC on traffic, soils, hydrology, cultural resources, biology, <br />Level 1 Environmental Assessment, growth management phasing plan, fiscal analysis, and a eucalyptus <br />windrow study, was evaluated and incorporated into the environmental documents. The project also <br />included management of the public participation and outreach efforts for the City. <br />City of Irvine Annexation No. 17 General Plan Amendment, Zone Change/Pre-Zoning EIR - For the <br />Millennium Plan Phase 11 Biological Resources Survey <br />City of Irvine <br />This project entailed the evaluation of biological resources pertaining to the annexation and development <br />of the EI Toro MCAS by the City. The proposed activities are based on the City of Irvine's Millennium <br />Plan — Phase II, which would convert the entire MCAS EI Toro site (approximately 4,738 acres), into a <br />planned mixed-use community. The Millennium Plan includes a reduction in the overall development <br />density (compared to the County plan) and the provision of a wildlife corridor along the southern boundary <br />of the site. In reviewing the City of Irvine's Millennium Plan, a general biological reconnaissance survey <br />of the entire site was conducted, as well as an evaluation of the Millennium Plan's proposed wildlife <br />corridor, and review of biological issues addressed in the previous Draft Annexation EIR (EIR 563). <br />Professional Program Management Services-CEQA Regulatory Approval/Permitting, Paleontology <br />Discoveries Services, Cultural & Natural Resource Management Services <br />Orange County Great Park Corporation <br />Once a formidable military base in Orange County, the former Marine Corps Air Station, EI Toro, located <br />in Irvine, will be transformed into the 1,347 -acre Orange County Great Park. The Great Park will be a <br />multi -use metropolitan park, developed on the land that was a gift to the City of Irvine from Lennar <br />Corporation. Chambers Group, is participating as part of the overall Program Management team of Bovis <br />Lend Lease to provide expertise with the natural resources, cultural resources and permitting activities <br />associated with the Great Park. As part of the Program Management duties, Chambers has developed <br />Paleontological, Cultural Resource and Natural Resource Protocol Plans. Chambers reviewed prior <br />Environmental Documentation, prepared before the actual development of the Orange County Great Park <br />was initiated with the updated Master Plan for the development. This was done to see if the <br />Environmental Impact Report/Environmental Impact Statement (EIR/EIS) was still compatible with the <br />new Master Plan and to provide a determination of what supplemental studies might be required in order <br />to be able to use the existing EIR with modification or supplemental studies.This Great Park will provide <br />extensive natural areas as well as recreational and designated areas for cultural use. The revitalized area <br />will breathe new life into Orange County and the natural community. It is anticipated that the park will be <br />designed in three unique areas: fields, canyon and habitat. The designated fields will recognize the <br />agricultural and military history as well as include sports and recreation activities. The canyon will feature <br />a two and one-half mile long canyon, transforming the current flat and featureless terrain into hills, <br />terraces and a lake for various uses and activities. The habitat area will help to restore some of the native <br />flora and fauna to an area disturbed for more than fifty years and include a wildlife corridor.
