CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />Biological Resources and Sensitive Species Assessments <br />University of California, Irvine <br />This biological assessment of the general campus area and specific analyses of four portions of the <br />campus was conducted where proposed development may occur. This was done to supplement previous <br />studies and for inclusion in an EIR for the University's Long Range Development Plan. Detailed surveys <br />were conducted of all biological resources, including sensitive plants and bird species. The study <br />included a detailed burrowing owl survey, surveys for the California gnatcatcher and cactus wren, and a <br />rare plant survey for Dudleya multicaulis, which is known to occur on the campus. The sensitive bird <br />surveys determined the locations of these species throughout the campus. Special emphasis was placed <br />on the locations of cactus wrens and California gnatcatchers in the Biological Reserve. The locations of <br />paired birds were documented. Various campus experts were also consulted for data and expertise on <br />the biological resources present on campus. The study included preparation of a detailed mitigation <br />program. <br />Permit Acquisition Assistance (404, 1601, and Certification of 401 Analyses) and Wetlands <br />Determination for Haul Road Crossing <br />Irvine Ranch Water District and Serrano Irrigation District <br />This project entailed strategizing with the Irvine Ranch Water District and the Serrano Irrigation District <br />regarding the acquisition of Corps of Engineers 404, California Department of Fish and Game 1601, and <br />Regional Water Quality Certification 401 permits for the proposed construction of a bridge crossing <br />Santiago Canyon Road at Limestone Canyon in Orange County. Jurisdictional wetlands were determined <br />by identifying hydrophytic vegetation, hydric soil, and wetlands hydrology. <br />Biological Resource Analysis for Campus House II Building Site <br />University of California at Irvine <br />UCI planned to build a support services facility called "University House II" on approximately 5 acres of <br />undeveloped land. A biological survey was conducted to characterize the general vegetation and wildlife <br />resources at the site, evaluate the site's potential to support sensitive plant species, assess potential <br />impacts of development on these resources, and verify the applicability of the Long Range Development <br />Plan EIR mitigation measures to reduce or eliminate significant impacts of the project. <br />Biological Resources Services for Tesoro High School Expansion <br />Culbertson, Adams & Associates <br />Project involved biological resources services in support of infrastrucure expansions at Tesoro High <br />School, located in Rancho Santa Margarita, Orange County. Specifically, the two sites at the high school <br />include a parking lot and ball field expansion. Following the biological reconnaissance -level survey <br />conducted for the parking lot expansion, a letter report was prepared addressing potential project impacts <br />to the coastal California gnatcatcher. The biological reconnaissance -level survey for the ball field <br />expansion included vegetation mapping and a sensitive species habitat assessment. The results of the <br />survey were summarized in a detailed biological technical report of findings. <br />Cultural Resources Services at CA -ORA -196 at Michelson and San Diego Creek <br />Irvine Ranch Water District <br />Previous work performed at CA -ORA -196 was reviewed and evaluated to delineate the boundaries in <br />order to avoid impact to the site during construction of a 7 -acre demonstration garden complex and <br />associated facilities. All past work completed at the site was reviewed and a series of shovel test pits <br />were conducted to more precisely define the northwestern, western, and southern boundaries. <br />Recommendations included avoidance of an area known to contain human remains, addition of a fill layer <br />to cover a historic component, construction monitoring of a potentially sensitive area, and presence of a <br />Native American monitor during grading due to the high potential for discovery of human remains. <br />110@13 <br />Chambers Group • Certified Disabled Veteran Business Enterprise • Small Business Enterprise <br />
