CITY OF SANTA ANA <br />ENVIRONMENTAL CONSULTANTING SERVICES QUALIFICATIONS <br />Biological Evaluation of Alternative Sites for "Zone A" Reclaimed Reservoir Project <br />Daniel Boyle Engineering, Inc. <br />The biological sensitivity of alternative sites for a reservoir tank, access road, and pipeline to enhance a <br />reclaimed water system in the Turtle Rock area of Irvine was evaluated. This information was used to <br />select a final site. Although no direct impacts on the California gnatcatcher or sensitive plant species <br />were noted, indirect impacts on the gnatcatcher were predicted if construction occurred during the <br />breeding season. The final report presented mitigation measures to reduce these impacts to levels that <br />would not be significant. <br />Biological Services at South Regional Landfill Operations, San Juan Capistrano <br />Orange County Integrated Waste Management Department. <br />The project involves restoration monitoring, IWMD and Technical Staff coordination, project/cost control, <br />performance monitoring, development/update of restoration plans, nursery coordination, and expert <br />restoration advice for biological services provided at the Prima Deschecha Landfill. <br />Archaeological Monitoring for the Carbon and Michelson Berm Project, San Joaquin Marsh <br />Irvine Ranch Water District <br />This project consisted of constructing a berm along two streets surrounding the San Joaquin Marsh <br />ecological preserve. Construction activities for this project that had the potential to affect cultural <br />resources were monitored. The project also involved the copying of a known archaeological site and the <br />removal of brush on another. Construction crews were guided around the sensitive areas and no impacts <br />to cultural resources resulted from the project. <br />OTHER PROGRAM EIR EXPERIENCE <br />Program EIR for Proposed Geothermal Development of State Lands within the Geysers Area <br />California State Lands Commission <br />This EIR addressed worst-case scenario impacts of potential leasing and geothermal development of <br />lands within The Geyser-Calistoga Known Geothermal Resource Area. The total project area consisted <br />of three sites covering approximately 6,230 acres, and included portions of Lake, Mendocino, and <br />Sonoma Counties. Potential impacts associated with development -related activities were addressed, <br />such as surface and shallow exploration and exploratory drilling, as well as impacts resulting from full- <br />scale geothermal development, including production wells, pipelines, power plants, system operation, and <br />maintenance and abandonment. The principal areas of analysis included systems safety, land use, <br />geology and physiography, surface water and groundwater hydrology, biological and cultural resources, <br />transportation, air quality, acoustical environment, socioeconomic and public services, and aesthetics. <br />The document also addressed the project's cumulative effects in relation to other developments in The <br />Geyser Steam Field and forecasted remaining steam resource development. GIS analysis was used to <br />help identify the most environmentally sensitive alternatives and create a suitability model for the project. <br />Scenarios were established to evaluate 6,000 acres of land according to seismic safety, land use, <br />geology, surface and groundwater hydrology, biological and cultural resources, transportation, air quality, <br />acoustical environment, and aesthetics. Site suitability was analyzed with the GIS to identify the most <br />sensitive alternatives. <br />Supplement to Program EIR for City of Brea Downtown Brea Master Plan <br />City of Brea <br />This project entailed preparation of the Draft and Final Supplement to the Program EIR, which evaluated <br />the environmental issues resulting from the development of the Downtown Brea Master Plan Project <br />Area, consisting of 59 acres. Since Master Plan Program EIR approval, conditions had changed relating <br />to the disposition of some of the potentially historic resources. The Supplement to the Final Program EIR <br />presented evidence supporting a revision to a mitigation measure pertaining to those resources, <br />examined the impacts associated with the changes in the disposition of Superblock III properties, <br />Chambers Group • Certified Disabled Veteran Business Enterprise 9 Small Business Enterprise 14 <br />
