STATEMENT OF QUALIFICATIONS <br />TO THE CITY OF SANTA ANA FOR <br />ENVIRONMENTAL CONSULTANTS -TRAFFIC STUDY <br />S. Mr. John Lower, Traffic and Transportation Manager, City of Anaheim, 200 S. Anaheim Boulevard, <br />Anaheim, CA 92805; tel: (714) 765-5183. <br />5 -Approach (Scope of Services) <br />KOA is providing a typical work approach for the City's RFQ in handling the preparation of traffic impact <br />studies for Environmental Impact Reports (EIR). <br />Study Orientation and Scope Refinement , <br />KOA senior staff would meet with City staff to discuss the project, the proposed method of analysis, and <br />other relevant considerations. We will verify our approach and any additional specific study requirements <br />prior to any data collection. We will discuss potential traffic issues with the City's personnel to identify any <br />additional concerns and recommendations. <br />Data Collection & Field Review <br />Morning (7-9 am) and Evening (4-6 pm) peak period intersection turning movement counts would be <br />collected for all intersections meeting the criteria as determined in "Study Orientation and Scope <br />Refinement" task. If necessary, 24-hour traffic counts will be obtained at potentially impacted street <br />segment locations throughout the project vicinity. A traffic count specialist will conduct the counts. These <br />counts would be billed on a time -plus -expenses basis. <br />KOA will review the location and intersections in the field to observe and inventory roadway geometrics, <br />existing traffic operation, and relevant information during peak hours. <br />Report Preparation & Definitions <br />KOA will prepare a traffic study that will include the following (at a minimum): <br />I. Existing Conditions <br />0 Intersections <br />• Mid -Block Street Segments <br />It. Project Related Traffic Volumes <br />III. Ultimate Project Build -Out Scenario <br />IV. Traffic Impact Analysis <br />• Existing Conditions (Current Year) <br />• Opening Year without the Project <br />i Opening Year with the Project <br />f Opening Year with the Project with Mitigation (if needed) <br />i General Plan Build -out without the Project <br />! General Plan Build -out with the Project <br />• General Plan Build -out with the Project with Mitigation (if needed) <br />V.
