Conclusions <br />The following terms define elements of the work approaches: <br />I Existing Conditions <br />Existing traffic conditions include establishing the circulation characteristics within the study area including <br />mid -block lane configuration, intersection geometry/controls and pedestrian, bicycle, parking and transit <br />facilities. The study area shall include all the streets and intersections. KOA will obtain and review recently <br />completed traffic impact studies and other pertinent information for projects in the areas surrounding the <br />Project. <br />Mid -Block Locations Analysis <br />All mid -block segments associated with the intersections listed in Task 2 shall be included in the analysis. <br />Cumulative Project Analyses <br />Traffic analyses include traffic forecasts for foreseeable cumulative projects plus ambient traffic growth. <br />The cumulative projects list will be developed by the City of Santa Ana Planning & Building Agency (PBA). <br />KOA will generate project traffic and cumulative project traffic using ITE trip generation rate. Trip tables <br />will be reviewed by the Public Works Agency (PWA) prior to the subsequent stages of the analysis. The <br />trips will then be distributed and assigned to the circulation network. <br />Ultimate Project Build -Out Scenario <br />Ultimate project build -out assumes full build -out of the Project. The latest version of OCTAM will be used <br />to generate, distribute and assign traffic. <br />Traffic impact Analysis <br />Traffic Impact Analyses include the calculation of Level of Service (LOS) for each of the study road <br />segments, intersections, and ramp locations. The road segment LOS will be determined using the <br />methodology presented in the County CMP. The LOS for signalized intersections at Caltrans ramps will be <br />based on the Highway Capacity Manual (HCM) methodology. The LOS for unsignalized intersections will be <br />based on the HCM methodology. LOS for local streets will be based upon an ADT/speed methodology <br />approved by the City. Project -related traffic impacts based on a comparison of the results of LOS analyses <br />between the applicable scenarios listed above will be identified.
