One potential indicator <br />will be a reduction over time in a demand for services. If we experience fewer complaints of housing <br />discrimination from a community that is increasingly aware of their rights, we will feel confident that our <br />program activities have had an impact. <br /> <br />Other indicators are likely to be very indirect at best. Because community improvements can be attributed <br />to many factors, programs and efforts it will be difficult to assess how much credit should be attributed to <br />our program activities. However, if we receive fewer complaints about unlawful behavior by housing <br />consumers and providers, or there are fewer complaints about substandard housing conditions to <br />governmental enforcement agencies, we can accept some, if perhaps not all, of the credit for our <br />landlord/tenant counseling activities helping bring about these changes. <br /> <br />Exhibit A-1 <br />Page 1 of 1 <br />
