Because of the <br />potential level of community interest and <br />sensitivity to future projects, it is critical <br />for a consultant to maintain objectivity and <br />credibility. PBS &J staff will exercise particular <br />care to ensure that: <br />• All technical analyses contain explicit <br />documentation of data sources and research <br />contacts, and that accurate technical data is <br />utilized for baseline conditions <br />• All technical data is analyzed in an objective <br />and clearly defined manner <br />• All technical data is accurately incorporated <br />into the environmental document <br />• Implementable and measurable mitigation <br />measures are recommended <br />Expert Technical Analyses <br />PBS &J's project team is intentionally <br />composed of experts in key technical fields <br />who will provide the credibility necessary to <br />successfully produce all technical studies and <br />complete the environmental document. The <br />work of subconsultants is integrated seamlessly <br />into PBS &J documents, functioning as an <br />irreplaceable and valuable contribution to the <br />larger study. Of equal importance is the fact <br />that every member of the PBS &J project team <br />has previously worked on similar projects. All <br />of the project team members will provide the <br />commitment necessary to produce quality work <br />products. <br />04120016090408 <br />From Vision to Reality ... PBS&J <br />Quality Assurance /Quality <br />Control Program <br />To ensure the high technical quality of both <br />our analytical and documentation processes, <br />PBS &J maintains a quality assurance /quality <br />control (QA/QC) program that applies to all <br />project activities. PBS &J's system of quality <br />control is much more than document review <br />prior to submittal. It involves every step <br />in the preparation of technical studies and <br />environmental documents. All team members <br />will be provided with a copy of the agreed -upon <br />scope of work, thereby allowing each individual <br />involved with the project to have the same <br />understanding of the required work products, the <br />content of the work products, and the prevailing <br />schedule and budget constraints. <br />The PBS &J project director and lead project <br />manager will oversee and coordinate all activities <br />related to quality control and quality assurance, <br />including a final review of the document to <br />ensure compliance with CEQA Guidelines, <br />technical accuracy and objectivity; a review of all <br />technical data to ensure that it is accurately and <br />precisely incorporated into the environmental <br />analyses; consistency checks to ensure that <br />significance thresholds are applied accurately <br />and consistently within each topical section and <br />a consistency check to ensure that impacts and <br />conclusions are consistently stated in separate <br />sections. The fundamental objectives of the QA/ <br />QC program are to ensure not only that our work <br />products fulfill the scope of work requirements <br />for each task, but also that the specific and <br />unique needs of each of our clients are both <br />fully defined and met.
