I i 0 r s !i M r r r r r r r r r r r r r r r r r P 1 It it statement of Qualifications to Provide As- Needed Environmental Services PBS &j Responsibilities PBS &J will take responsibility for project initiation and organization, data compilation, impact assessment, development of mitigation measures, report compilation and distribution;, monitoring and review for CEQA adequacy, ' preparation of all required notices, attendance at public meetings and hearings, response to public comments, coordination between City staff, developers, and the environmental project team. Objective Documentation An objective and technically accurate document provides the best foundation to make reasoned decisions on projects that are highly visible and potentially controversial. Because of the potential level of community interest and sensitivity to future projects, it is critical for a consultant to maintain objectivity and credibility. PBS &J staff will exercise particular care to ensure that: • All technical analyses contain explicit documentation of data sources and research contacts, and that accurate technical data is utilized for baseline conditions • All technical data is analyzed in an objective and clearly defined manner • All technical data is accurately incorporated into the environmental document • Implementable and measurable mitigation measures are recommended Expert Technical Analyses PBS &J's project team is intentionally composed of experts in key technical fields who will provide the credibility necessary to successfully produce all technical studies and complete the environmental document. The work of subconsultants is integrated seamlessly into PBS &J documents, functioning as an irreplaceable and valuable contribution to the larger study. Of equal importance is the fact that every member of the PBS &J project team has previously worked on similar projects. PBS&J Quality Assurance /Quality Control Program To ensure the high technical quality of both our analytical and documentation processes, PBS &J maintains a quality assurance /quality control (QA/QC) program that applies to all project activities. PBS &J's system of quality control is much more than document review prior to submittal. It involves every step in the preparation of technical studies and environmental documents. All team members will be provided with a copy of the agreed -upon scope of work, thereby allowing each individual involved with the project to have the same understanding of the required work products, the content of the work products, and the prevailing schedule and budget constraints. The PBS &J project director and lead project manager will oversee and coordinate all activities related to quality control and quality assurance, including a final review of the document to ensure compliance with CEQA Guidelines, technical accuracy and objectivity; a review of all technical data to ensure that it is accurately and precisely incorporated into the environmental analyses; consistency checks to ensure that significance thresholds are applied accurately and consistently within each topical section and a consistency check to ensure that impacts and conclusions are consistently stated in separate sections. The fundamental objectives of the QA/ QC program are to ensure not only that our work products fulfill the scope of work requirements for each task, but also that the specific and unique needs of each of our clients are both fully defined and met.
