statement of Qualifications to Provide As- Needed Environmental Services PBS &J has a reputation for consistently delivering projects on time and within budget. We also have a reputation for meeting "impossible" deadlines that result from external factors beyond the control of our clients, such as expiration of funding sources, constructiorz; related deadlines, permit requirements, and court - mandated completion dates. Time and again PBS &J has completed detailed and complicated projects on schedule and within budget. One of many examples includes a recently completed full -issue EIR for the District of Santa Monica, which was completed in six months from project initiation (prior to initial study preparation) to FEIR certification. We also completed another focused EIR in three and a half months from initiation to certification. PBS &J has developed an expertise with critical path management, fast -track scheduling, and workload management. Incorporate Adequate Early Strategy Sessions One of the most frequent reasons for schedule delays and cost increases is mid - course changes to the project description or the methodology of assessment, requiring revision of work already completed. Critical to avoiding this is a substantial effort to strategize all of the critical planning issues and methods to be included in the document at the beginning of the process. Too often these important strategy sessions and decisions occur late in the process, resulting in significant cost overruns and schedule delays. We encourage and work with our clients to incorporate early strategy sessions into the process. Interactive Process The most effective and efficient planning process incorporates environmental constraints as well as benefits, and considers public input prior to publication of the environmental document. This interactive approach allows the PBS &J team to work closely with City staff to address potential impacts, therefore minimizing implementation of costly mitigation measures and gaining consensus on potentially controversial issues. 0412'001609.0406 Front Vision to Reality ... PBS&J Administrative Systems PBS &J has developed a variety of reporting and management systems to support timely completion of projects. 'These systems, which establish close attention to detail and careful monitoring of on -going processes, include regular project status reports, regular management meetings, regular project budget reports, and monthly project review by project directors. PBS &J project managers are rarely surprised by late section work. They know well in advance when a scheduling problem is arising and take prompt steps to remedy the situation. PBS &J's reporting and administrative support systems are consistent and reliable and have proven to be instrumental in the on -time performance of our projects. Subcontract Administration All subconsukants will report directly to the PBS &J project manager. We have worked closely with our proposed subconsultants and we are familiar with each other's working styles and expectations. On most projects, key subconsultant staff will join the PBS &J team at start -up meetings, progress meetings with the City or other key developers. Frequent communication and our QA/QC program are key ingredients to ensuring the quality and performance of our subconsultng team.
