statement of Qualifications <br />to Provide As- Needed <br />Environmental Services <br />PBS &J has a reputation for consistently <br />delivering projects on time and within <br />budget. We also have a reputation for meeting <br />"impossible" deadlines that result from external <br />factors beyond the control of our clients, such <br />as expiration of funding sources, constructiorz; <br />related deadlines, permit requirements, and <br />court - mandated completion dates. Time and <br />again PBS &J has completed detailed and <br />complicated projects on schedule and within <br />budget. One of many examples includes a <br />recently completed full -issue EIR for the District <br />of Santa Monica, which was completed in six <br />months from project initiation (prior to initial <br />study preparation) to FEIR certification. We also <br />completed another focused EIR in three and <br />a half months from initiation to certification. <br />PBS &J has developed an expertise with critical <br />path management, fast -track scheduling, and <br />workload management. <br />Incorporate Adequate Early <br />Strategy Sessions <br />One of the most frequent reasons for schedule <br />delays and cost increases is mid - course changes <br />to the project description or the methodology <br />of assessment, requiring revision of work <br />already completed. Critical to avoiding this is a <br />substantial effort to strategize all of the critical <br />planning issues and methods to be included in <br />the document at the beginning of the process. <br />Too often these important strategy sessions and <br />decisions occur late in the process, resulting in <br />significant cost overruns and schedule delays. <br />We encourage and work with our clients to <br />incorporate early strategy sessions into the <br />process. <br />Interactive Process <br />The most effective and efficient planning process <br />incorporates environmental constraints as well <br />as benefits, and considers public input prior to <br />publication of the environmental document. This <br />interactive approach allows the PBS &J team to <br />work closely with City staff to address potential <br />impacts, therefore minimizing implementation of <br />costly mitigation measures and gaining consensus <br />on potentially controversial issues. <br />0412'001609.0406 <br />Front Vision to Reality ... PBS&J <br />Administrative Systems <br />PBS &J has developed a variety of reporting <br />and management systems to support timely <br />completion of projects. 'These systems, which <br />establish close attention to detail and careful <br />monitoring of on -going processes, include regular <br />project status reports, regular management <br />meetings, regular project budget reports, and <br />monthly project review by project directors. <br />PBS &J project managers are rarely surprised by <br />late section work. They know well in advance <br />when a scheduling problem is arising and take <br />prompt steps to remedy the situation. PBS &J's <br />reporting and administrative support systems <br />are consistent and reliable and have proven to be <br />instrumental in the on -time performance of our <br />projects. <br />Subcontract Administration <br />All subconsukants will report directly to the <br />PBS &J project manager. We have worked <br />closely with our proposed subconsultants <br />and we are familiar with each other's working <br />styles and expectations. On most projects, key <br />subconsultant staff will join the PBS &J team <br />at start -up meetings, progress meetings with <br />the City or other key developers. Frequent <br />communication and our QA/QC program are <br />key ingredients to ensuring the quality and <br />performance of our subconsultng team. <br />
