Proposal to Provide <br />Environmental (CEQA/NEPA) Consultfng Services <br />Draft EIR - Production and editorial work to publish the Draft EIR for public review and comment; <br />noticing and circulation would also be part of a typical EIR work program. <br />Noticing - Rincon would also assist in preparing and distributing the required notices under CEQA. <br />These notices include the Notice or Preparation (NOP), Notice of Intent to Adopt Negative Declaration <br />(NOI), Notice of Completion and Notice of Availability (NOC/NOA), and Notice of Determination <br />(NOD). <br />Mitigation Monitoring and Reporting Program (MMRP) - Once the required mitigation measures are <br />identified, an MMRP is prepared to ensure that all of the required mitigation measures are properly <br />implemented. This program would be approved along with certification of the Final EIR. <br />Public Hearings - Rincori s Project Manager and/or Principal in Charge would attend public hearings <br />as necessary to support the City's planning team. This may include oral presentations to the hearing <br />body and graphic presentations. <br />Final EIR - Preparation of the Final EIR would include responses to comments on the Draft EIR, <br />preparation of a mitigation monitoring and reporting program (MMRP), and publication of the Final <br />EIR, which incorporates responses to comments, the MMRP, and revised EIR text. <br />CEQA Findings - Rincon is regularly called upon to support staff with the preparation of staff reports <br />that include the required CEQA Findings, including but not limited to a Statement of Overriding <br />Considerations for projects that may be approved even though they may involve one or more <br />significant environmental effect. <br />2.2 TECHNICAL APPROACH TO ENVIRONMENTAL ISSUES. The scope of work for any <br />environmental document would depend upon the nature of the project being analyzed and will vary <br />from project to project. The issues listed below are those that are most likely to be concern for an <br />individual project: <br />• Aesthetics <br />• Air Quality (including Global Climate <br />Change) <br />• Biological Resources <br />• Cultural Resources <br />• Geology/Sails <br />• Hazards/Hazardous Materials <br />• Hydrology/Water Quality <br />• Water Assessment Study <br />• Land Use/Planning (including FAA and <br />ALUC studies) <br />• Noise <br />• Population/Housing <br />• Public Services <br />• Transportation/Traffic <br />• Utilities/Service Systems <br />Any individual environmental document may need to study any or all of the above issues. In all <br />likelihood, the EIR scope of work for an individual project would consist of a subset of the issues listed <br />above. Rincon s general approach to the analysis of each of the above issues is described below. <br />Aesthetics. Analysis of aesthetic impacts may include the following topics: <br />• Changes in visual character <br />• Impacts to vistas from public and private viewing areas <br />City of Santa Ana <br />
