<br />Aesthetics <br />A. Have a substantial adverse effect on a scenic vista? <br />Less Than Significant Impact with Mitigation Incorporation. The proposed <br />project site is located within a commercial corridor area along Harbor Boulevard <br />' in the City of Santa Ana. The project site is zoned General Commercial in the <br />North Harbor Specific Plan (NHSP), as well as, in the City of Santa Ana's <br />General Plan. The Scenic Corridors Element of the Santa Ana General Plan (City <br />' of Santa Ana 1982:27) identifies certain corridors that serve as major views and <br />vantage points to the City. These scenic corridors provide existing scenic views <br />and vistas that are accessible to the public. Harbor Boulevard is not designated as <br />a scenic corridor, but rather, as an inter-city corridor, which "Ensure that <br />development within scenic corridors take place at a scale and is designed so that <br />' aesthetic features are consistent with the function of scenic corridors as part of the <br />Framework Plan" (City of Santa Ana 1982:27). Construction-related visual <br />nuisances, such as construction equipment, materials, and construction-related <br />' vehicles, will be minimized by implementing standard construction practices, and <br />would be removed upon completion of the project. Furthermore, construction of <br />the proposed project will occur in a developed area and in consideration of the <br />relatively short duration of construction activities, potential impacts would be less <br />than significant with the implementation of Mitigation Measure AES-1. <br /> Mitigation Measures <br /> AES-1 The following standard construction practices will be implemented <br /> to minimize potential aesthetic impacts: <br />1 -Construction areas shall receive appropriate routine maintenance <br /> to reduce unnecessary debris piles; <br /> -Construction areas shall have appropriate erosion and dust <br />control <br />ro <br />ra <br />i <br />l <br /> p <br />g <br />ms <br />n p <br />ace; <br /> - Construction lighting shall be limited to safety and security and <br />' directed to minimize light and glare impacts to any adjacent <br /> sensitive receptors. <br /> B. Substantially damage scenic resources, including, but not limited to, trees, rock <br /> outcroppings, and historic buildings within a state scenic highway? <br /> No Impact. The proposed project is located in the General Commercial District <br />' of the North Harbor Specific Plan, which is not located on astate-designated <br /> highway as defined by the California Scenic Highway Mapping System. The <br /> closest designated scenic highway, the Riverside Freeway (SR-91), which is <br /> designated a scenic highway from the intersection with the Costa Mesa Freeway <br /> (SR-55) to the Weir Canyon exit, is approximately seven miles north of the <br /> project site. Therefore, the project site is not visible from the SR-91 and will not <br />' have an impact on a designated scenic highway.
