The proposed project may also include ancillary <br />exterior lighting for security and lighting of signage on-site. The surrounding area <br />is developed and currently experiences light and glare from surrounding <br />buildings, streetlights, parking lot lights, traffic signals, and motor vehicle lights. <br />However, adherence to applicable local ordinances will minimize light and glare <br />impacts to less than significant levels. <br />Furthermore, to ensure the safety of workers and proper operation of equipment, <br />nighttime lighting may be required if construction activities occur during dusk or <br />nighttime hours consistent with City permitted construction work hours. <br />Construction lighting fixtures shall be shielded away from adjacent residences and <br />fully confined within the site boundary so that direct lighting does not shine on or <br />produce glare upon any residential properties. <br />Mitigation Measures <br />AES-3 For the proposed commercial building, subterranean parking, and <br />surface parking lot, all lighting shall comply with all City zoning, <br />building, and NHSP design guidelines and will utilize directional <br />and/or shielded lighting in order to minimize spillover effects to <br />adjacent vicinities. The Applicant will provide the City, for their <br />approval, a lighting plan with a photometric study that shows the <br />point-by-point foot-candle layout to 20 feet outside the property <br />line (NHSP 6.2.3). Additionally, all new projects shall provide an <br />ornamental night lighting plan, prepared by an electrical engineer, <br />and approved by the building, planning, and police departments <br />(NHSP 6.2.3). <br />Agricultural Resources <br />In determining whether impacts to agricultural resources are significant <br />environmental effects, lead agencies may refer to the California Agricultural Land <br />Evaluation and Site Assessment Model prepared by the California Department of <br />Conservation an optional model to use in assessing impacts on agricultural <br />farmland. <br />A. Convert Prime Farmland, Unique Farmland, or Farmland of Statewide <br />Importance (Farmland), as shown on the maps prepared pursuant to the <br />Farmland Mapping and Monitoring Program of the California Resources Agency, <br />to non-agricultural use? <br />No Impact. A portion of the proposed project site, less than 1-acre, is currently an <br />agricultural field planted with row crops of strawberries and vegetable. Section <br />66474.4 of the Subdivision Map Act identifies certain categories of agricultural <br />resources that are significant and require special consideration. According to the <br />' Santa Ana General Plan and the Farmland Mapping and Monitoring Project <br />(FMMP), the City does not contain any Prime Farmland, Unique Farmland, or <br />Farmland of Statewide Importance parcels.
