Create objectionable odors affecting a substantial number of people? <br />Less than Sign cant Impact. The project presents the potential for generation <br />of objectionable odors during construction in the immediate vicinity of the project <br />site. Construction activities associated with the proposed project may generate <br />odors from the use of heavy-duty equipment. Potential odors may include diesel <br />and gasoline fumes from construction vehicles and equipment. However, these <br />fumes are transitory in nature and would not create objectionable odors affecting a <br />1 substantial number of people. The proposed project would implement standard <br />construction practices to minimize potentially adverse effects related to odors, <br />including compliance with SCAQMD Rule 402 Nuisance, placing construction <br />' equipment as far as possible from sensitive receptors, and utilizing non-residential <br />routes for construction vehicle traffic when possible. Recognizing the short-term <br />duration and quantity of emissions from the project, as well as, the results of the <br />localized significance threshold analysis, the project will not expose substantial <br />numbers of people to objectionable odors. Therefore, impacts from short-term <br />construction odors are considered less than significant. Furthermore, long-term <br />operations of the proposed project are not expected to generate significant <br />emissions. Therefore, no significant long-term atr emissions or odors are <br />associated with the proposed project. No further study is required, and no <br />mitigation measures are necessary. <br />Biological Resources <br />A. Have a substantial adverse effect, either directly or through habitat modifications, <br />on any species identified as a candidate, sensitive, or special status species in <br />' local or regional plans, policies, or regulations, or by the California Department <br />of Fish and Game or U.S. Fish and Wildlife Service? <br /> No Impact. The project site is located in an urbanized area of the City of Santa <br />' Ana. The site does not contain any sensitive habitat and will not have any direct <br /> impact on species identified as candidate, sensitive, or special status species in <br /> local or regional plans, policies, or regulations, or by the California Department of <br />' Fish and Game or U.S. Fish and Wildlife Service. The agricultural portion of the <br /> project site has been in continuous agricultural service as early as 1938 (Alliance <br /> <br />' Environmental Services 2006: 7) and consequently does not contain any native <br />habitat or species. No further study is required, and no mitigation measures are <br /> necessary. <br />B. Have a substantial adverse effect on any riparian habitat or other sensitive <br />natural community identified in local or regional plans, policies, regulations or <br />by the California Department of Fish and Game or US Fish and Wildlife Service? <br />' No Impact. As mentioned above, the project site is in an urbanized area and does <br />not contain any riparian habitat or other sensitive natural community.
