Place housing within a 100-year flood plain, as mapped on a Federal Flood <br />Hazard Boundary or flood Insurance Rate Map or other flood hazard delineation <br />map? <br />Less Than Significant Impact. According to the Federal Emergency <br />Management Agency (FEMA) Flood Insurance Rate Map (FIRM) number, <br />06059C0256H dated February 18, 2004, the project site is located in Zone X. This <br />area is in the 500-year floodplain (0.2% annual chance flood) and is protected <br />from the 1 percent annual chance flood event by dikes, levees, or other structure. <br />Furthermore, as mentioned in the City of Santa Ana General Plan Public Safety <br />Element, the City has two major drainage courses, the Santiago Creek and the <br />Santa Ana River, with both presenting high potential for significant flooding. The <br />Santa Ana River has a history of overflowing its banks and flooding its <br />surrounding area. There have been fourteen incidents of flooding, most recently <br />as 1980. The potential also exists for downstream flooding throughout the Santa <br />Ana River Basin resulting from the failure of Prado Dam, located approximately <br />20 miles northeast of the proposed project site. To assure the acceptable levels of <br />risk to people and property from flooding, the City of Santa Ana has established <br />flood plain management regulations in flood prone areas. Compliance with the <br />City of Santa Ana's flood plain management regulations would result in less than <br />significant impacts. Furthermore, no housing is proposed with the implementation <br />of this project. No significant impacts would occur and no mitigation measures <br />are necessary. <br />H. Place housing within a 100-year floodplain structures which would impede or <br />redirect flood flows? <br />No Impact. As stated above, the project site is not located in the 100-year flood <br />zone. Recent improvements to the Prado Dam have decreased the chance of <br />inundation by a dam failure in the area of the project site. No housing is proposed <br />with the implementation of this project. Therefore, no significant impacts would <br />occur and no mitigation measures are necessary. <br />I. Expose people or structures to a significant risk of loss, injury or death involving <br />flooding, including flooding as a result of the failure of a levee or dam? <br />Less Than Significant Impact. The project site is located within the Prado Dam <br />Inundation Area according to the City of Santa Ana General Plan Public Safety <br />Element. Compliance with the City of Santa Ana's flood plain management <br />regulations would result in less than significant impacts. Refer to response in <br />Hydrology and Water Quality (G), above. <br />J. Inundation by seiche, tsunami, or mudflow? <br />' No Impact. There are no large bodies of open water located on or near the <br />proposed project site that could result in seiche or tsunami hazards.
