The proposed project is not expected to impact other public facilities <br /> such as libraries since it does not contain a residential component. No significant <br /> impacts would occur and no mitigation measures are necessary. <br />t Recreation <br /> A. Would the project increase the use of existing neighborhood and regional parks <br />I or other recreational facilities such that substantial physical deterioration of the <br /> facility would occur or be accelerated? <br /> No Impact. The proposed project is not expected to increase the use of existing <br /> neighborhood or regional parks. Therefore, no further study is required and no <br /> mitigation measures are necessary. <br /> B. Does the project include recreational facilities or require the construction or <br />' expansion of recreational facilities which might have an adverse physical effect <br /> on the environment? <br />' No Impact. The project does not include any recreational facilities or require the <br /> construction of additional recreational facilities that might have an adverse effect <br /> on the environment. Cause an increase in traffic which is substantial in relation to the existing traffic <br /> load and capacity of the street system (i. e., result in a substantial increase in <br />' either the number of vehicle trips, the volume to capacity ratio on roads, or <br />congestion at intersections)? <br /> Less Than Significant Impact with Mitigation Incorporation. A Traffic Impact <br />1 and Parking Analysis (Kimley-Horn and Associates, Inc., 2007) The proposed <br /> project would create short-term increases in congestion in the area as a result of <br /> construction-related activities. However, the construction-related traffic volumes <br /> are anticipated to be nominal due to the relatively small scale of the project. <br /> Construction workers' vehicles and equipment will utilize designated parking <br /> areas as set forth in the TMP. Through-traffic will be permitted at all times along <br /> South Harbor Boulevard. Additionally, access to adjacent businesses and <br /> residences will be maintained at all times. On-street parking is currently not <br /> permitted along South Harbor Boulevard, however, appropriate detour signs and <br /> safety precautions will be implemented for pedestrians, as set forth in the Traffic <br /> Management Plan. Construction vehicles, including trucks, will utilize established <br /> <br />' construction routes as approved by the City of Santa Ana and minimize <br />construction traffic on local streets. With implementation of the mitigation <br /> measures and temporary nature of construction activities, construction related <br /> traffic impacts are anticipated to be less than significant. <br />U <br />l <br />i <br />f <br /> pon comp <br />et <br />on o <br />the construction, the daily operation of the proposed project <br /> would create less than significant impact on traffic in the project area or along <br /> South Harbor Boulevard.
