A raised median on Harbor <br />Boulevard prevents left turns in and out of the project site. <br />The proposed project is estimated to generate 1,370 new trips per day, with 61 <br />inbound/27 outbound trips in the morning peak hour, and 49 inbound/83 outbound <br />trips in the evening peak hour. Table 10 depicts existing conditions using <br />Intersection Capacity Utilization (ICU) and Level of Service (LOS) for both the <br />Harbor Boulevard/First Street intersection and the Harbor Boulevard/McFadden <br />Avenue intersection. ICU is defined as the volume of traffic divided by the <br />capacity of the intersection. LOS is an alphabetical scale, with (A) being best <br />service and (F) being worst service, in relation to levels of corresponding ICU <br />numbers. <br />The Harbor Boulevard/First Street intersection is currently experiencing LOS (D) <br />during the AM peak hour and LOS (C) during the PM peak hour.
