<br />1 As previously mentioned, on-street parking is not permitted on Harbor Boulevard. The <br />proposed project site provides parking in excess of the City's Zoning Code, which <br />requires 245 spaces, and the project would provide 247. Therefore, off-site vehicle <br />parking is not anticipated to be required. <br />1 TRF-1 The proposed project will implement a TMP to be prepared, in <br />consultation with the City of Santa Ana, prior to construction. The <br />TMP shall consist of prior notices, adequate sign-postings, detours, <br />and temporary driveways, if required. Adequate access shall be <br />maintained at all times to and from existing driveways serving <br />adjacent land uses. Proper detours and warning signs shall be <br />' established to ensure public safety. The TMP shall be devised so that <br />construction will not interfere with any emergency response or <br />evacuation plans. The TMP shall specify construction routes so that <br />construction workers and vehicles will not travel residential streets, as <br />practical. <br />' B. Exceed, either individually or cumulatively, a level of service standard <br />established by the county congestion management agency for designated roads or <br />haghways? <br />' Less than Significant Impact with Mitigation Incorporation. As previously <br />mentioned in Transportation and Traffic (A), the proposed project will create <br />temporary, short-term increases in traffic as a result of construction activities. <br /> However, construction activities are considered temporary and would cease upon <br /> completion of the proposed project. Additionally, the operation of the project will <br /> not degrade level of service to unacceptable levels. <br /> C. Result in a change in air traffic patterns, including either an increase in traffic <br /> levels or a change in location that results in substantial safety risks? <br /> No Impact. Due to the nature of the proposed project, no impacts to air traffic <br /> patterns are anticipated to occur. Therefore, no further study is required and no <br /> mitigation measures are necessary. <br />' D. Substantially increase hazards due to a design feature (e.g., sharp curves or <br /> dangerous intersections) or incompatible uses (e.g., farm equipment)? <br /> No Impact. Due to the nature of the proposed project, hazards related to design <br /> features are not anticipated to occur. Access to the project site is provided via a <br /> 26-foot wide, single right-in/right-out only driveway with a median on Harbor <br /> Boulevard preventing left-turn in or out maneuvers. The curb lane on Harbor <br /> Boulevard is 20-feet wide and therefore, allows turning vehicles to move out of <br /> the flow of traffic when turning into the project site.
