4.0 STANDARD SERVICES AND WORK PLAN <br />Located approximately two miles from City Hall, the URS team brings to the <br />City the local and immediate availability of a large pool of technical <br />professionals that have directly relevant expertise covering the wide range of <br />technical areas to execute simple to highly complex CEQA and NEPA <br />projects. Working with City staff under our existing on -call contract for environmental services has provided URS the <br />opportunity to establish positive working relationships with staff in the City's Planning Division—URS is also <br />working with the City's Public Works Agency. In addition to understanding the needs of City staff and executing <br />technical analyses to meet CEQA and NEPA requirements, URS also understands the requisite contractual <br />requirements —this includes processing complete and accurate invoices and maintaining all current insurance -related <br />requirements in accordance with City standards. <br />URS' directly relevant experience, strategic thinking, and inclusive approach to project leadership combine to produce <br />high -quality, cost-effective services within critical timeframes. URS' in-depth understanding of the range of <br />technical issues and City's contractual requirements will allow us to hit the ground running and effectively <br />and efficiently execute projects issued under this contract with no learning curve. <br />4.1 PROJECT APPROACH TO PROVIDING STANDARD SERVICES <br />URS' approach to managing resources is reflected on our project organization chart shown in section 1.2. Our <br />Principal -in -Charge, Dennis Papilion, will serve as the lead for contract negotiations and commitment of firm <br />resources. He will monitor the performance of the contract and meet with the City, as needed, to confirm that the <br />team is meeting the City's expectations. Our Project Manager for this contract, Court Morgan, will ultimately be <br />responsible for managing and delivering all services requested by the City. <br />Upon selection of a specific assignment, the City's Project Manager will contact Court, who will coordinate with the <br />City's Project Manager to review and understand the scope of the assignment. Court will organize with the <br />appropriate CEQA/NEPA Task Order Manager to assign a resource team to assist in developing a Work Plan that <br />responds to the City's request. <br />During the course of work on specific task orders, we propose to hold focused periodic briefings with the City. These <br />briefings will review the progress, direction, and objectives of each specific assignment being performed under the <br />contract. This will ensure that our work continues to be focused on the City's objectives for each assignment. It will <br />also allow for correction of the direction, emphasis, and/or degree, or detail of any study during its progress. These <br />briefings will ensure that our work is responsive to the City's changing information needs over the course of the <br />contract. <br />4.2 WORK PLAN <br />URS' approach to managing the team resources is reflected on our management team organization. The diagram <br />graphically displayed on the following page illuminates the process that URS will follow in accepting, developing, and <br />administering assignments (i.e., task orders) from the City. URS will execute and manage task orders with the same <br />proven process that has been implemented on projects with the City (e.g., 520 South Harbor Boulevard <br />Medical/Retail Center, Empire Homes EIR, and Grand Avenue Widening Project). Upon selection of a specific <br />assignment, the City Project Manager will contact URS. Court will promptly prepare a concise Work Plan and Project <br />Management Plan (PMP) for each task order. The PMP will summarize the assignment objective(s), scope of work, <br />standards, criteria, deliverables, budget, schedule, and staffing. The PMP is intended to provide clear direction to the <br />project team working on the assignment. It will be prepared in outline form with concise statements regarding study <br />10 <br />0 <br />
