On -Call Contract for Engineering <br />and Landscaping Design Serices Work Plan <br />Work Plan <br />Psomas' experience in the understanding, as well as execution, of a diverse variety <br />of projects has led to the development of the following comprehensive Work Plan <br />to address the City's needs, as set forth in the RFP and from our team members' <br />previous experience in working with the City. This comprehensive work plan <br />consists of three keys for project success: Management Approach, Technical <br />Approach, and Quality Approach. Psomas knows how to integrate these three <br />components into successful project execution that realizes the City's goals, as <br />evidenced by our project references. The Management, Technical and Quality <br />Approaches are essential to logically and efficiently developing preliminary design <br />and final PS&E documents and to gaining the necessary approvals. Integration of <br />these three core project components enables Psomas to facilitate any project needed <br />by the City of Santa Ana. As our public agency experience indicates, Psomas has the <br />direct and recent experience of coordinating a variety of multi -discipline teams to <br />achieve the results needed for the City's Public Works projects. <br />A fundamental component of the Work Plan must be the Management Approach. <br />Effective team organization and management are key to successfully accomplishing <br />the objectives of the City and achieving quality services. The City can rely on the <br />leadership role of our Project Manager, Tom Herbel, as he has previously worked <br />with the City. He will tailor the Work Plan to your specific needs and will assign the <br />professionals necessary to facilitate success on each project assignment. <br />Management Approach <br />Tom Herbel, our proposed Project Manager, has extensive municipal experience. He <br />has the direct and recent experience to effectively manage and lead the successful <br />completion of the City's projects on budget and ahead of schedule. He will be the <br />central point of contact with the City and will be supported by the full financial, <br />technical, and human resources of the firm. His project management approach is <br />based upon his extensive experience: <br />► Liaison with the City, utility owners, and other agencies - He will maintain an <br />open channel of communication with the goal of identifying and resolving key <br />issues with the City, utility owners, and other agencies including, but not limited <br />to, design, permitting, and plan -checking. <br />► Quick and satisfactory resolution of issues - He will maintain a Log <br />of Outstanding Issues to be Resolved in which unresolved issues will be <br />documented. He will achieve timely resolutions of issues, and will publish this <br />log to all appropriate parties every week. All decisions and directions will be <br />documented in a Directions Log that he will review and distribute weekly. <br />► Conformance to the project requirements - He will oversee the design to <br />assure that required mitigation measures are being addressed according to City <br />and outside agency standards. <br />Organization of work tasks, procedures, documentation, and team structure - <br />He will prepare monthly action plans using the approved Work Plan outlining <br />PSOMAS <br />Work Plan — Page 2 <br />
