Approval of the zone change will allow <br />Templo Calvario the ability to continue to operate and expand within the <br />City and continue to provide much needed community services. In addition, <br />the creation of the SD supports the General Plan policy of preserving <br />industrial zoned land by retaining the existing Ml land uses throughout <br />the remainder of the city (Exhibit 8). <br /> <br />Conditional Use Permit <br /> <br />As drafted, Specific Development Plan No. 82 zoning standards will require <br />a conditional use permit to operate a church use. The purpose of the <br />conditional use permit is to allow a review of the project to ensure it is <br />compatible with the surrounding uses. Further, the conditional use permit <br />enables staff to place conditions on the project to mitigate any potential <br />impacts associated with the church use. The church facility will provide <br />a community service and will allow the church to continue the ministries <br />that contribute to the long-term benefit of the neighborhood. Conditions <br />of approval have been developed to mitigate potential impacts of the <br />proposed project. Parking impacts will be mitigated through the <br />approval of a parking agreement with the Santa Ana Unified School <br />District (SAUSD) to allow the church to park on adjacent school district <br />property. Further, a parking management plan will be implemented to <br />control church parking within the Fairview Business Park parking lot and <br />off -site parking areas. Finally, the placement of the building near <br />Fifth Street also minimizes any potential visual intrusion of the <br />buildings to the nearby residences. <br /> <br />The project, as conditioned, will not create adverse impacts or be <br />detrimental to the overall site or neighborhood. Site improvements <br />will be made to improve the site and mitigate parking, noise, safety <br />and design concerns.
