1.0 Organization and Credentials <br />1.1 Qualifications <br />URS is a member of the Santa Ana business community and wholeheartedly supports the City of Santa Ana's Public <br />Work Department in their efforts to provide quality services and enhance the safety, livability, and prosperity of our <br />community. Clearly, the aesthetics and safety of the transportation infrastructure is one of the most important <br />elements in satisfying this mission. We at URS enjoy the benefits of this objective in our daily commutes to the office <br />and, as such, have a personal stake in maintaining and enhancing the streets and highways of the City. Our presence <br />in Santa Ana since 1973 has demonstrated our commitment to the City and its continued prosperity. <br />As one of the largest engineering firms in the world, employing more than 55,000 employees worldwide, we offer the <br />City the strength and depth of these resources through the 400+ staff in our Santa Ana office. In particular, to address <br />the requirements of this contract, we have the resources to provide ready solutions to all of the City s engineering and <br />landscaping design needs. Our Santa Ana office alone has the capabilities to perform all aspects of the anticipated <br />engineering design services. Projects resulting from the oncall contract will be managed and staffed from this office, <br />just minutes away from the Civic Center. The resources available to the City include individuals dedicated to <br />providing the highest quality of engineering services in a responsive manner. These services include the following <br />engineering and design elements: <br />? Street improvements <br />? Architectural and landscaping <br />? Traffic studies and design <br />? Construction management and inspection <br />? Utility research and rightofway engineering <br />? Structural engineering <br />? Geotechnical engineering and pavement design <br />? Mechanical/electrical engineering <br />? Environmental planning, compliance and <br />permitting <br />URS provides a full range of consulting services on public works, transportation, airport, marine, residential, <br />commercial and industrial projects throughout southern California. We have successfully managed and executed <br />countless projects involving difficult technical constraints and tight time schedules. For instance, URS is currently <br />working on the CEQA and NEPA compliant documentation for your proposed widening of Grand Avenue between <br />First Street and Fourth Street. In this effort, we developed a cost-effective approach that saved you time and money. <br />Our services begin at the conceptual stage and continue through design and construction administration for complete <br />project implementation. Adherence to budget and commitment to schedules are key elements in all our engineering <br />efforts. <br />In addition to URS' qualifications and past experience noted in this section, further information on Coast Surveying <br />and Tatsumi and Partners (both are minority business enterprises) can be found in Section 4.0 Subconsultants. <br />1.2 Past Experience <br />We have successfully demonstrated high-quality support to the City through your previous on-call engineering and <br />landscaping assignments and other past projects. In performance of these contracts, we employed our organizational <br />and procedural policies to ensure quality engineering services. We provide the <br />best service, attention to detail, strict adherence to schedule requirements, <br />and commitment to the City's goals. Our objective on every assignment is to <br />offer the most costeffective design that meets the project needs within the <br />planned schedule and budget. <br />Oncall professional engineering design services require unique capabilities. <br />To be successful, the consultant must have local-design experience to be <br />thoroughly familiar with required design criteria and processing standards of <br />the City. We know that oncall services require us to be easily accessible and <br />promptly responsive to a potentially wide range of assignments that may need concurrent management and design <br />work-simultaneous efforts with parallel schedules require carefully planned management approaches.
