? Clinton Keith Road Widening Project, Riverside County, CA -This project is in progress and consists of
<br />preparing the Project Report/Environmental Document (PA/ED) and the plans, PS&E to complete
<br />construction of this Riverside County arterial street widening. Jeff is the project manager and is responsible
<br />for the report development, including the Preliminary Engineering Report, drainage review, right-of,
<br />way/utility review, geotechnical review, specifications and cost estimates. Work was performed for Riverside
<br />County Transportation Department (RCTD).
<br />? Mid Valley Parkway Improvements, Palm Desert, CA -Jeff was responsible for the development of PS&E
<br />for this high capacity arterial. This project included preparing final construction documents for the roadway
<br />and grading improvements, existing channel lining improvements, and a detention basin. This project
<br />proposed to construct a four-lane roadway (on a new alignment) extending Mesquite Avenue across the
<br />Whitewater River and connecting to the existing Dinah Shore Drive dead end.
<br />? PS&E for improvement to various California facilities; Southwest Division Naval Facilities Engineering
<br />Command, CA - Jeff was responsible for PS&E for improvements to military facilities at various locations.
<br />The work included designs for drainage improvements using HEC12 design software, grading, earthwork,
<br />pavement reconstruction, oil/water collection system, fire waterline and landfill concrete cap. All designs
<br />conformed to Navy standards and guidelines.

<br />Jeff Chapman has two decades of civil engineering and project management experience, particularly in the area of
<br />public works improvements. In addition to being the project manager on the most recent on-call contract for the City,
<br />Jeffs projects have included road and highway planning and design, site design, utility design, grading and drainage
<br />and construction services for a wide variety of public works clients. Jeff has successfully managed multidisciplinary
<br />project teams with simultaneous schedules meeting all of his clients' needs. A "hands-on" approach to project oversight
<br />ensures that he maintains overall control of the entire project (technical quality, budget and schedule) and facilitates
<br />open communication with City staff so the work follows a team consensus building approach. The following presents

<br />? Edinger Avenue Reconstruction/Resurfacing, Santa Ana, CA - Project Manager responsible for preliminary
<br />and final design documents for the rehabilitation of Edinger Avenue from Magnolia Avenue to Main Street.
<br />Services included pavement analysis, geotechnical investigation and preparation of PS&E. Work included a
<br />topographic survey, pavement reconstruction/resurfacing, replacement/installation of curbs, gutters,
<br />sidewalks, driveways, wheel chair ramps and traffic detector loops.
<br />? Cornerstone Village (Minnie/Standard Street) Improvements, Santa Ana, CA - Project Manager responsible
<br />for preliminary and final design documents for street and parking lot improvements, landscaping, fencing and
<br />lighting. Services included preliminary and final design for street and parking lot reconfiguration, landscaping,
<br />pavement rehabilitation, signing, pavement markings, utility and drainage considerations and special
<br />considerations of aesthetics.
<br />? Xerox Centre, Santa Ana, CA - Project Engineer responsible for final engineering and site design for the 15-
<br />story office building complex. The project included the design of Cabrillo Park Drive; improvements and
<br />widening of First Street; installation of traffic signals; engineering and design of storm drain, water, and sewer
<br />facilities; site grading; and retaining wall design.
<br />? Edinger Avenue Landscaping Improvements, Santa Ana, CA - Project Engineer responsible for the
<br />coordination of PS&Es for site design and landscaping improvements along Edinger Avenue between Bristol
<br />Street and Broadway Street. Improvements included mounded grading, hardscaped medians, turf and pine
<br />trees. The work was closely coordinated with City of Santa Ana staff to maintain consistency with surrounding
<br />streetscapes. Water points of connection were determined from City asbuilts and by inspection in the field.
<br />The entire bid package was prepared to allow for the incorporation of a separate adjacent improvement
<br />project.
