Adopt a resolution of the City Council making certain findings for <br />the Community Redevelopment Agency to assist in the payment for the <br />tenant improvements needed at Grand Central Arts Center. <br />2. Award a contract to Thomco Construction, Inc., the lowest responsible <br />bidder, in accordance with unit bid prices plus add-on alternate one <br />in the estimated amount of $222,150 for construction of the Grand <br />Central Arts Center Tenant Improvements project. <br />3. Approve a Funding Analysis with a total estimated construction cost <br />of $299,700. <br />4. Authorize the City Manager and the Clerk of the Council to execute <br />the first amendment to the Cooperative Agreement with the Community <br />Redevelopment Agency of the City of Santa Ana (Agency) in the amount <br />of $299,700, for a total amount of $334,700, subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The 1924 Grand Central Arts Center building, home of California State <br />University, Fullerton Graduate Arts Program, was completely remodeled and <br />opened in 1999. There are 27 studio apartments, three art galleries, a <br />live performance theater, classroom space and the Gypsy Den Restaurant. <br />The building, which is located on the southeast corner of Broadway and <br />Second Street, is in need of building repairs to continue to preserve the <br />integrity of this historic building (Exhibit 1). <br />On August 18, 2008, City Council approved a Cooperative Agreement for <br />emergency building repairs and termite treatment at Grand Central Arts <br />23A-1 <br />
