Amendment to City of Santa Ana's 2005 UWMP <br />October 22, 2008 <br />(Mr. Todd's reply): According to DWR Legal, Water Code Section 10632(a) requires <br />that the stages of action undertaken include up to a 50°Io reduction in water supply and an <br />outline of specific water supply conditions which are applicable to each stage. <br />b. City of Santa Ana Response to DWR's May 12, 2008 Comments -The City has <br />prepared a Draft Water Conservation Ordinance to amend the relevant water conservation <br />sections of the City's current Municipal Code. A copy of that Draft Ordinance is <br />included in Appendix A to this Amendment. Pertinent water conservation sections of the <br />City's Municipal Water Code are also included for reference in Appendix B to this <br />Amendment. <br />c. DWR Response - In an email dated September 5, 2008, DWR staff indicated they "can <br />work with the new information and clarifications pertaining to the 2005 UWMP for the <br />City of Santa Ana," which include those addressing water shortage contingency plans. <br />4. Preparation for Catastrophic Water Supply Interruption <br />a. DWR's Original Comment on City's 2005 UWMP -Need to Address. <br />b. City of Santa Ana's Apri19, 2008 Response - As noted on page 7-9 of the City's 2005 <br />UWMP under the Section labeled "Catastrophic Supply Interruption Plan," the City's <br />EWCP considers earthquakes and other emergencies that can create water shortage <br />conditions. As noted on page 7-9, the Water Utility's Emergency Response Plan (ERP) <br />identifies immediate actions that the City will take to respond, in coordination with the <br />City's ERP, to a declared water emergency. The Plan also references the City's intent to <br />closely cooperate with the Metropolitan Water District of Southern California (MWD) <br />while utilizing MWD's Metropolitan Area Radio System (MARS) emergency network. <br />The City's ERP also provides detailed information on organization and operational <br />policies to be implemented during water emergencies. Both the City's Water Operations <br />Center and Emergency Operations Center can also be activated during water <br />emergencies. The Water Emergency Response Organization of Orange County <br />(WEROC) can also be called upon to provide assistance. Additional information on the <br />City's preparation for catastrophic water supply interruptions can be found on pages 7-9 <br />and 7-10 of the Plan. <br />DWR's May 12, 2008 Comments on City's Apri19, 2008 Draft Amendment <br />Response -The Law clearly requires a description or a protocol that the City of Santa <br />Ana will follow after an earthquake or regional power outage. Neither can be found on <br />page 7-9 nor in the above response by the City. If the procedure the City is going to <br />initiate after a catastrophic event such as an earthquake or regional power outage can be <br />found in the ERP as stated above, then the ERP needs to be included as an attachment <br />and reference the pages where such information can be found within the ERP. <br />However, by adding a short description of the specific procedures the City of Santa Ana <br />will follow to ensure that the residents of Santa Ana continue to have access to potable <br /> <br />
