LOCAL VISION AND GOALS <br />The federal Planning Guidance and Instructions for Submission of the State's Strategic <br />Five-Year Plan indicates that "a vision creates organizational alignment around a picture <br />of a transformed future. It propels the organization toward achieving difficult but <br />attainable strategic goals. Vision drives systematic improvements and produces <br />outcomes. It is dynamic, not static." <br />In this section, identify your broad strategic economic and workforce development goals <br />(e.g., "All people who want to work can find jobs. There will be a growing number of <br />business start-ups. Fewer people will rely on welfare assistance.") Include information <br />on how the local plan is consistent with the State plan and describe how the local <br />workforce investment system supports the shared vision in the attainment of your goals. <br />In addition, describe your local strategies based on your local board's vision for <br />business services and lifelon~_learning. <br />A. What is your vision for your local workforce investment system, and how will your <br />system appear at the end of the five-year period covered by this plan?
