Proposal for Parking Citation Services City of Santa Ana — November 5, 2008 <br />In addition to tracking the stage of the citation, PHOENIX GROUP established "Reason <br />Codes" to further define the action of a disposition. There are various reasons why a <br />citation is valid /upheld or dismissed /voided. PHOENIX GROUP provides a list of <br />reasons codes (the ability to customize unique reason codes is also available) to <br />incorporate into the tracking of the dispositions. Each citation will include within the <br />database, the review and /or hearing disposition and the reason code for the disposition. <br />This will allow CITY to research or review past citations, dispositions, and the reason for <br />the disposition. Reason Codes are included in Section 9 of this Proposal. <br />2.21 Delivery of Documents <br />All correspondence that requires the attention of CITY will be "date stamped" to show <br />the date received at Phoenix Group. All documents are recorded in the system, and <br />suspended if they are review or hearing requests and finally forwarded to CITY once a <br />week. <br />2.22 Revenue Distribution - Monthly Surcharges <br />The WINCITe System will account for SURCHARGES as required for <br />distribution. <br />It is important to point out that not all citations are considered parking violations and <br />applicable for disbursement. For example, a CVC 5204 (No current registration tabs) is <br />considered a registration violation and would not be subject to the Court, Jail and State <br />surcharge of $5.00. Our system denotes the type of violation for every violation issued <br />by CITY. The information is reported in detail on report PC 740 REVENUE <br />DISTRIBUTION REPORT. The following surcharges are applicable and /or available for <br />reporting as follows: <br />1. Courthouse Construction Fund Surcharge <br />2. Jailhouse Construction Fund Surcharge <br />3.
