The above defined books, <br />records will be maintained at PHOENIX GROUP Corporate office. <br />2.44 Special Collection Processing Criteria <br />Citations that meet the criteria of special collections would be as follows: <br />1. Citations that did not meet the specific requirements to place the <br />vehicle on registration hold and have exceeded 13 months in age. The <br />exceptions to this would include a transfer or no name on file. Phoenix <br />Group will make multiple attempts that cover a period of 90 days to obtain <br />the registered owner. <br />2. Citations returned from DMV as uncollected <br />3. Out of state citations that fail to pay on the delinquent notice <br />Phoenix Group will mail out a delinquent letter of warning. If the citation remains <br />unpaid, the data will be turned over to a Collection Recovery or incorporate the <br />assistance of the Interagency Intercept Collections (Franchise Tax Board) . <br />2.45 Collection Agency and FTB Follow up <br />Traditionally parking citations have been sent delinquent notices to alert of non - payment <br />of a parking citation. If the parking Violation is not paid, the processing agency will <br />notify DMV and the parking citations are attached to the vehicles registration. When the <br />vehicle receives the notices of registration renewal; outstanding parking citations are <br />also included in the amount due. During the renewal process, the parking citation is <br />collected and final payment of the citation is forwarded to the parking agency on a <br />monthly basis. If the DMV has attempted to collect the registration and the outstanding <br />parking citation but has failed the parking ticket is returned to the agency as <br />"Uncollected ". This has been the extent of the collection efforts for many agencies <br />throughout the state. Collection Agencies were reluctant to pursue parking citation <br />accounts because of the historically low value. With higher fines and adding collection <br />fees to the balance, this increased value of the unpaid debt has made collection efforts <br />more practical and worthwhile. <br />.1 <br />
