I <br />Proposal for Parking Citation Services City of Santa Ana - November 5, 2008 <br />Many Californians owe delinquent debts also may be expecting a tax return. If a <br />parking citation has been sent to DMV and the registration is sent to collections that <br />parking citation becomes part of the collection. <br />The DMV does not charge any additional fees to attempt to collect with the FTB. The <br />types of income DMV attaches for collection are: Lottery, wages, Tax Returns and Bank <br />Accounts. This is a greater option than an agency has when contacting DMV <br />independent of DMV. <br />However, once the car will no longer be collected by DMV due to transfer of ownership <br />or other reasons, DMV will return the citation as `uncollected' by DMV. This is when <br />further processing would be suggested. <br />Follow up - Su4_gested Collection Methods: <br />The amount due for all types of debt collections may be paid by website: <br />www.paymycite.com or by using the toll free phone number provided by Phoenix Group, <br />both are available 24/7. <br />1. Custom Letters — this is already part of our agreement: <br />a. Collection letters. Indicate follow up collections may involve Franchise <br />Tax Board or Collection agency, which will effect their credit <br />b. Boot Tow Letters. Generate letters that have 5 or more unpaid /open <br />parking citations that are greater than 21 days. <br />2. Franchise Tax Board — City participation required. <br />a. The City of Santa Ana should be familiar with Government Code 12419.8 <br />and 12419.10. <br />b. The City of Santa Ana would be required to send a letter to request <br />participation by September 30. <br />c. October 27, Agency /Phoenix Group will send "Notice" to debtors. <br />d. Phoenix Group will obtain Social Security Numbers for remaining debts <br />e. December 1, Agency /Phoenix Group must submit new accounts to FTB <br />3. Allow Phoenix Group to contract with a Collection Agency <br />61 <br />
