All complaints must be made in writing within 180 days of the alleged <br />occurrence, except complaints alleging fraud or criminal activity. <br />2. However, such <br />procedures shall not be used to resolve dis utes re ardin terms and <br />conditions of em to ment of any employee who is not a participant, as definec <br />herein. <br />6. If a complaint does not receive a decision at the LWIA grant recipient level <br />within 60 days of filing the complaint or receives an unsatisfactory decision, <br />the complainant then has a right to request a review of the complaint by the <br />Governor. <br />7 <br />
