INITIAL STUDY/NEGATIVE DECLARATION ER-2004-136 <br />GENERAL PLAN AMENDMENTS TO AIRPORT ENVIRONS ELEMENT, NOISE <br />ELEMENT, LAND USE ELEMENT <br />PROJECT DESCRIPTION <br />Update the City of Santa Ana Airport Environs Element of the <br />General Plan, which establishes a long-range policy guide to <br />safeguard the general welfare of inhabitants within the vicinity <br />of the John Wayne Airport. Additionally, the Noise and Land Use <br />Elements would be amended to achieve internal consistency <br />between City General Plan Elements. <br />Airport Environs Element <br />The purpose of the Airport Environs Element is to ensure that <br />people in facilities are not concentrated in areas susceptible <br />to aircraft accidents and to ensure that no structures or <br />activities adversely affect navigable airspace. The Airport <br />Environs Element establishes land use/noise compatibility <br />criteria, height restrictions and procedures to ensure that <br />proposed development projects are in compliance with the Airport <br />Environs Land Use Plan for John Wayne Airport. <br />The proposed amendment to the Airport Environs Element involves <br />the establishment goals and policies to protect sensitive land <br />uses from airport related noise impacts, to protect the safety <br />of the general public from aircraft hazards and to minimize the <br />impacts of heliports/helistops on the community. <br />Noise Element <br />The City of Santa Ana Noise Element establishes interior and <br />exterior noise level standards for land uses in the City. <br />However, the noise level standards are currently inconsistent <br />with the noise standards established in the Airport Environs <br />Plan for John Wayne Airport. As part of the proposed project, <br />the exterior and interior noise standards in the Noise Element <br />would be amended to provide consistency with other City General <br />Plan Elements. Table 1 identifies the noise standards in the <br />current Noise Element, and Table 2 reflects the proposed noise <br />standards in the amended Noise Element <br />1 F75~T ~9 <br />
