There may be localized instances when the <br />characteristic diesel exhaust odor is noticeable from passing trucks or nearby <br />heavy equipment, but such transitory exposure is a brief nuisance and would not <br />threaten air quality standards. <br />Reactive Organic Gases (ROG) <br />Construction activities also generate evaporative emissions of Reactive Organic <br />Gases (ROGs} from paints, asphalt and other coatings. Materials such as <br />asphalt, paints and solvents are not anticipated to be used to any measurable <br />degree as part of the proposed project; thus, VOC emissions would be small and <br />would net exceed the SCAQMD threshold of 75 pounds per day. <br />Global Climate Change <br />Gases that trap heat in the atmosphere are often called greenhouse gases, <br />analogous to a greenhouse. Greenhouse gases are emitted by natural <br />processes and human activities. The accumulation of greenhouse gases in the <br />atmosphere regulates the earth's temperature, and without natural greenhouse <br />gases, the Earth's surface would be about 61°F cooler. Emissions from human <br />activities such as electricity production and vehicles have elevated the <br />concentration of these gases in the atmosphere. Although these is some <br />disagreemer~fi-among experts, data has shown that this anthropogenic increase <br />in atmospheric greenhouse gas concentration is a likely contributor to increases <br />in the Earth's temperature, called Global Climate Change or Global Warming. <br />Thresholds of significance have not been established under CEQA to evaluate <br />the impact a project may have on Global Climate Change. Generally, even a <br />very large individual project cannot generate enough greenhouse gas emissions <br />to measurably influence global climate change. A project participates in this <br />potential impact by its incremental contribution combined with the cumulative <br />increase of all other sources of greenhouse gases, natural and human-made, <br />which when considered together, form global climate change effects. <br />The proposed project would involve the demolition of an existing sewer lift station <br />and the construction of a new lift station. During construction of the proposed <br />project, there would be some emissions known to be associated with greenhouse <br />gases. However, during long-term operation of the proposed project, any <br />increase in greenhouse gas emissions associated with the proposed lift station <br />would be off-set because emissions associated with the existing lift s#ation would <br />no longer occur. Thus, upon project completion, there would be no net increase <br />in greenhouse gas emissions. <br />C. Result in a cumulatively considerable net increase of any criteria pollutant for <br />which the project region is non-attainment under an applicable federal or state <br />ambient air quality standard (including releasing emission which exceeds <br />quan#itative thresholds for ozone precursors)? <br />Finding: Less than Significant Impact. <br />Page 37 of 64 <br />75E-41 <br />
