Expose sensitive receptors to substantial pollutant concentrations? <br />Findin4: Less than Significant Impact. <br />Analvsis: Long-term operation of the proposed sewer lift station is not anticipated to <br />expose sensitive receptors to substantiak pollutant concentrations because sewer <br />lift stations are not identified as a point-source emitter by the SCAQMD (because <br />the primary source of power would be from electricity and not fossil fuels), and <br />because the proposed lift station is intended to replace an existing sewer lift <br />station, such that there would be no net increase in criteria pollutants that could <br />affect nearby sensitive receptors. <br />Sensitive receptors in the project area would include residences located north <br />and south of the proposed lift station, and students at the high school located to <br />the southeast. There are no sensitive receptors located adjacent to the area <br />proposed for demolition within Bristol Street, and as such, demolition activities <br />are not anticipated to expose sensitive receptors to substantial pollutant <br />concentrations. <br />Short-term construction emissions would have the potential to affect sensitive <br />receptors located in the vicinity of the improvement area. Such impacts include <br />fugitive dust and construction equipment emissions. As indicated above under <br />the discussion of Issue III.B, construction activities would be well below the <br />SCAQMD thresholds of significance for all criteria pollutants. <br />Potential air quality impacts to sensitive receptors are therefore dominated by <br />heavier particles that settle out on parked cars, outdoor furniture, landscaping, <br />etc. Large particle emissions thus comprises mare of a soiling nuisance rather <br />than any potentially unhealthful air quality impact. With prevailing daytime <br />southwest to northeast winds, dust soiling potential is likely greatest directly north <br />and east of the project site (i.e., towards the commercial land uses and away <br />from sensitive residential and school uses). While temporary soiling nuisance is <br />considered adverse, it does not constitute a significant air quality impact. <br />E Create objectionable odors affecting a substantial number of people? <br />Finding: Less than Significant Impact. <br />Analvsis: A characterization of potential odor impacts from most sources is difficult <br />because there are no instruments that replicate the unique ability of the human <br />nose to experience a vast variety of odor character and intensity. This sensitivity <br />varies from one individual to another and it varies with gender, age, cultural <br />history, or with a memory of a previous odor experience. Short-term construction <br />activities could result in the generation of odors, such as from asphalt paving, but <br />these odors are not typically objectionable and are not anticipated to affect a <br />substantial number of people.
