<br />bk:5/27/03 <br /> <br />RESOLUTION NO. 2009-009 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA MODIFYING FEES FOR ENTERPRISE ZONE <br />VOUCHER APPLICATIONS, PARKING VIOLATIONS AND <br />ZOO ADMISSION AND REPEALING IN PART <br />RESOLUTION NO. 2008-041 <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1: The City Council hereby, finds, determines and declares as follows: <br /> <br />A. The FY 2008-09 Miscellaneous Fee Schedule was established by the City <br />Council by Resolution No. 2008-041. Various agencies of the City have <br />continued to analyze the cost to administer the various programs, <br />activities and applications for which the City charges, fees or service <br />charges, and recommend certain modifications of this Resolution to adjust <br />for increased costs to provide the programs, activities and services <br />outlined herein. <br /> <br />B. The City of Santa Ana has been designated as an Enterprise Zone ("EZ") <br />by the State of California since 1993. The Santa Ana Enterprise Zone <br />encompasses more than 7,100 acres of industrial and commercial land. <br />Businesses located within the EZ qualify for certain tax incentives, <br />including a significant Hiring Tax Credit. The Community Development <br />Agency collects and processes Hiring Tax Credit voucher applications and <br />the associated processing fee from the businesses and issues vouchers <br />that can be used as tax deductions. In large part because of its active <br />hiring tax voucher program, the City of Santa Ana has been recognized as <br />the top Enterprise Zone performer in the state. <br /> <br />C. The current $40 fee includes a $10 processing fee assessed by the State <br />Department of Housing and Community Development. The EZ Hiring Tax <br />Credit voucher application processing fee has remained the same since <br />2006. As costs to administer the voucher program have increased <br />significantly during the past few years, staff recommends increasing the <br />processing fee to $90 per application to recover eighty-five percent (85%) <br />of the City's expenses in processing applications for tax credit vouchers. <br />The proposed $90 application fee, which includes the $10 State <br />processing fee, will place Santa Ana in the top twenty percent among <br />other local Enterprise Zones that charge processing fees for the voucher <br />program. <br /> <br />Resolution No. 2009-009 <br />Page 1 of 8 <br />
