4) Workshop After -Action Report: This step includes Willdan's <br />development of the Homeland Securily Strategy Workshop After -Action <br />Report and engagement of participants and program managers in a <br />review of the first draft. Because the information in this Report will likely <br />affect the development of future grant applications it is important for all <br />interested parties to have an opportunity to comment on and understand <br />the priorities. A proposed AAR outline is included below: <br />a. Executive Summary <br />b. Urban Area Overview: Provides backqround on the ASAUA and a <br />summary of the process used to collect feedback from <br />stakeholders when creating the strategy. <br />C. Compliance: Assesses the Urban Area's compliance with the <br />national preparedness system, National Incident Management <br />System, National Response Framework and other related plans <br />and California state strategies. <br />d. Priorities: Reports on the Urban Area's accomplishments <br />discusses current capabilities provides three-year targets for <br />capabilities, identifies current initiatives and discusses monetary <br />and non -monetary resources dedicated to each priority. <br />5) After -Action Conference (March, 2009): Willdan will deliver the <br />Workshop AAR for lead stakeholders to review and provide comment <br />Final stakeholder comments will be incorporated into the final AAR <br />document and delivered to the ASAUA program manager in both hard <br />copy and electronic formats. <br />Costs: $150,415.00 <br />I. Public Information Officer: Willdan will offer one 16 -hour public <br />information officer course that will provide up to 35 students with the <br />training and resources they need to effectively interface with the media <br />while serving as a public information officer. The students will learn the <br />basics of working effectively and positively with the news media <br />Students will understand the laws relating to media access and release <br />of information; learn to effectively communicate messages in a natural <br />and effective manner; learn to control the image of the orqanization in a <br />positive light; learn to effectively deal with crisis communications & <br />management; learn to realistically convey information meeting the ICS/ <br />NIMS/SIMS guidelines. Willdan will provide two instructors 35 student <br />manuals and audio visual equipment necessary to conduct the class <br />Willdan requests the use of a Santa Ana PD classroom to conduct the <br />class. Our cost proposal does not reflect the provision of lunch but does <br />include light refreshments (coffee water, and muffins) <br />Costs $8,000.00 <br />J. ICS 300/400: Willdan will provide the instructors course materials for <br />up to 30 students and audio visual equipment necessary to deliver the <br />classes. Additionally, light refreshments are also included for both <br />classes. <br />Costs: $25,980 <br />
