H. Homeland Security Strategy Development Workshop. Support for the <br />Homeland Security Strategy Development Workshop will be provided <br />through the completion of the following items: <br />1) Initial Planning Conference (December, 2009): This meeting will <br />involve the lead stakeholders for the process and will serve as a forum to <br />clarify the objectives, focus, and critical elements of the Strategy. At this <br />time, a process will be established for meeting and gathering information <br />from agency leaders (using an interview format) as well as <br />representatives from each applicable discipline within each participating <br />city (using a workshop format). The ASAUA will help identify and create <br />a list of stakeholders who should provide input, and a timeline for <br />collecting this information will be established. In the month that follows, <br />stakeholders will be invited to participate, and questions will be <br />developed to ensure the appropriate information is gathered. <br />2) Interviews with Homeland Security Program Managers and other <br />key personnel (January, 2009): The first component of this step will be <br />to identify all program managers and other key personnel with <br />responsibility for the keV areas listed above. Using the questions <br />developed during Step 1, Willdan will interview each person and develop <br />reports for use during the Workshop. This information will provide a <br />basic overview of current programs and initiatives and will help structure <br />the Workshop breakout groups. <br />3) ASAUA Workshop (February, 2009): Because much of the program <br />implementation falls to local governments and their partners, a two-day <br />workshop will be held to engage local responders, citizens, businesses <br />and non-governmental organizations. The participants should represent <br />a wide variety of preparedness professionals as well as private sector, <br />transportation, military, health, and universities. <br />The information provided bV these participants will give a more detailed <br />perspective for the information gleaned in Step 2. Registrants will be <br />given the option of participating in one of several breakout groups (which <br />would likely include the following): <br />• Regional Collaboration <br />• Communications (Interoperability/Mass Notification) <br />• CBRNE Detection, Response, and Decontamination <br />• Strengthening Planninq (Citizen Preparedness and Continuitv of <br />Operations) <br />• Evacuation, Shelter -in -Place, and Mass Care <br />• Critical Resource Logistics <br />Willdan facilitators will quide a discussion that focuses on <br />accomplishments made since 2004 (or another predetermined year) the <br />capabilities that resulted from these accomplishments obiectives for <br />upcoming years, and initiatives underway to meet those goals. All <br />discussion points will be captured by a Willdan provided note -taker and <br />incorporated into a summary report outlining the keV points from the day. <br />In order to share findings and ensure all relevant information is included <br />in this report, each breakout group will share its findings with the entire <br />audience at the end of the afternoon. <br />
