<br />KO- 1/26/09 <br /> <br />LAND USE ELEMENT <br /> <br />Energy Conservation - Compliance with Title 25 of the California <br />Administrative Code on the use of energy efficient appliances and <br />insulation has reduced energy demand stemming from new <br />development. SCE also offers public information and technical <br />assistance to developers and homeowners regarding energy <br />conservation measures and programs. <br /> <br />Man-Made Risk <br /> <br />Land uses which handle hazardous materials are found throughout the City <br />of Santa Ana. These uses are generaliy located on industrial land and on <br />some large commercial sites which use or seli hazardous materials. <br />Hazardous materials are utilized, generated, or stored by commerciai land <br />uses such as gas stations, dry cleaners, pest control services, photography <br />shops, and other uses which store chemicals and hazardous materiais <br />on-site. Issues requiring consideration include the foliowing: <br /> <br />. Cerclis Sites - The City of Santa Ana Fire Department, Regional Water <br />Quality Control Board, the State Office of Planning and Research, and <br />the U.S. Environmental Protection Agency maintain a listing of sites <br />which use, store, or manufacture hazardous materials, or sites which <br />have experienced contamination in the past. The list indicates sites <br />which candidates for Superfundfinanciai assistance. <br /> <br />. Fire Hazards - The City of Santa Ana is largely developed, and does <br />not have any major areas containing flammable brush, grass or trees. <br />Urban fire hazards may be expected in the City, such as those created <br />by heavy industrial land uses, older structures which do not conform to <br />current fire safety standards, human carelessness or accidents, the <br />presence of hazardous materials, and arson. <br /> <br />. Aircraft - The John Wayne Airport (JWA) is located approximately one <br />half mile southwest of Santa Ana. Tall structures have the potential <br />to cause obstruction to air navigation for JWA in specific areas as <br />defined in the City of Santa Ana Airport Environs Element. The City <br />of Santa Ana wili submit for Airport Land Use Commission (ALUC) <br />review new development or redevelopment projects which contain <br />amendments to the City's General Pian or specific Plan and/or <br />approval of zoning ordinance or building regulation, within the JWA <br />planning erea. <br /> <br />(ReVised February 2.2009) <br /> <br />A-45 <br /> <br />II <br /> <br />Resolution No. 2009-011 <br />Page 37 of 42 <br />
